SND spends US$1.9 million on swimming pools

The National Sports Secretariat (SND) awarded the firm Mes Ingeniería SA for the building adaptation of the sports facilities of the National Aquatic Center (CAN) and the swimming pool of the Armed Forces of the Nation (FF.AA.) for the Asunción Games 2022.

The amount awarded was G. 13,010 million (US$ 1.9 million). The resolution occurred on December 6, although offers began to be received from November 22.

The call for tender number 396,248 was carried out under the category called; “Construction, restoration, reconstruction or remodeling and repair of real estate”, by the type of National Public Tender procedure.

The aforementioned institution awarded nine items; civil works for G. 498 million, shower area, main room and pool room for G. 12 million.

Likewise, the commissioning of the electrical installation, adaptation to standards and replacement of damaged items for G. 145 million, commissioning of the swimming pool, (only damaged or insufficient elements are replaced) for G. 55 million, artifacts for G. 57 million, signaling of the pool for G. 24 million, commissioning of existing filters for G. 29 million, commissioning of heat pumps for G. 148 million and disinfection by ultraviolet rays for G. 324 million.

IRREGULARITIES
The National Sports Secretariat (SND) was involved in a series of irregular situations with the current administration of Fátima Morales.

One of them is that it held a total of nine tenders during the first half of the year. The total cost of the calls was G. 70,000 million (US$ 10 million).

The questionable thing is that these hirings took place in the months in which several ministries donated part of their resources so that Health can face the pandemic. In addition, the awarded companies are known to win the most calls such as Tocsa SA, Jiménez Gaona Construcciones, Engineering and Salotex.

Another striking fact was that, in the first half of last year, when the pandemic forced the confinement of the entire population, the SND received G. 5 billion. The transfer occurred in April, when sports activities were null.

Also, in 2019, the SND made a total of 16 emergency awards. The beneficiary firm was Salotex SRL The owner of the firm is Luis Salomón Nunes, husband of Helen Harrison, sister of Robert Harrison, president of the Paraguayan Football Association (APF).

BACKGROUND
From 2018 to 2021, Mas Ingeniería SA won a total of 23 tenders with the State. Only two obtained them with the SND. The first was in August of this year for G. 30 million for maintenance and cleaning services.

Of the 23 calls, eight were awarded by the Municipality of Luque, being the main contractor.

This is the year in which Mas Ingeniería SA was awarded the most times. Of the total number of tenders, 20 were obtained only during 2021.
