Fernández will expand the extraordinary decree to incorporate the Lucio Law

President Alberto Fernández anticipated that he plans to “extend” the decree to call extraordinary sessions of Congress to incorporate the “Lucio Law” project on the agenda, which establishes a training plan for public officials to act in situations of violence against minors , as happened with the murdered child Lucio Dupuy.

Asked if he planned to contemplate this bill on the extraordinary agenda, the president indicated that he will seek to “expand the subject” because “it has already been discussed” in the Chamber of Deputies and “it left the Senate committee.”

“Yes, days ago, I talked about it with Lucio’s grandfather, expand the topic”the president responded to a journalistic request at the San Martín Palace, after having held bilateral meetings with colleagues from Cuba and Honduras, Miguel Díaz-Canel and Xiomara Castro, respectively, and with the special presidential advisor for the Americas of the United States, Christopher Dodd, among others.

The president of the Chamber of Deputies, Cecilia Moreau, had asked the President on Tuesday to incorporate the “Lucio Law” project into the agenda of extraordinary sessions, for it to be approved by the Senate.

In a note sent to the president, Moreau requested that this initiative approved with broad consensus by the Lower House and that establishes the “Federal Training Plan of a continuous, permanent and mandatory nature, on the rights of children and adolescents” be incorporated into the extraordinary agenda..

What is the initiative about?

The project, sanctioned by 228 votes in the session of November 9, establishes mandatory training on the rights of children and violence against girls, boys and adolescents for all people who perform public service at all levels and hierarchies in the Executive, Legislative and Judicial branches.

The national Executive Power, in coordination with the Judicial Power, will develop a protocol of action for the security forces, administrative agencies for children and judges with family jurisdiction.

Some of the fundamental principles of the law are ensure respect for the Convention on the Rights of the Child, incorporated into the National Constitution and the provisions of Law 26,061 on Comprehensive Protection of the Rights of Children and Adolescents.

It also seeks to promote the spaces and methodologies necessary to guarantee the right to be heard of children and adolescents in all administrative and judicial processes.

The law enforcement authority will be the National Secretary for Children, Adolescents and Family, dependent on the Ministry of Social Development of the Nation.which, among other things, must prepare the contents of the Federal Training Plan in coordination with the Federal Council for Children, Adolescents and the Family (Cofenaf).

Lucio Dupuy was murdered in November 2021 in La Pampa and his mother, Magdalena Esposito, and the woman’s partner, Abigail Páez, are being tried for that crime.. The verdict will be announced on February 2.

The call of the Executive Power to extraordinary sessions of Congress formally entered on January 16 for the period between the 23 of this month and next February 28, and contemplates a package of 27 initiatives, among which is the draft request impeachment of the members of the Supreme Court.
