Blyde to the government: If there is no joint work, the money can hardly come

Gerardo Blyde, head of the opposition delegation for the negotiation in Mexico, he urged his pro-government counterpart to return to dialogue in order to unlock the necessary money and build the fund proposed in the social agreement signed last November.

In a press conference, from the headquarters of the Primero Justicia party, Blyde asserted that the opposition delegation is making efforts to reestablish the conversation with the representatives of Nicolás Maduro, who for two weeks have conditioned the return to dialogue to the release of Venezuelan assets frozen by the United States and other countries.

“It is never stated that the funds were going to be transferred in one fell swoop, it was never signed that these funds were going to be deposited in an account controlled by Maduro,” said the former mayor, in response to the claims made this week by deputy Jorge Rodríguez, Chavismo’s chief negotiator.

This was a detailed agreement that took three and a half months to work on and recognizes duties for both parties, said Blyde, who read excerpts from the agreement during his remarks.

Blyde recalled that within the social agreement there is the possibility of accessing $3,000 million -not $3,200 million as Rodríguez says- that are in different countries, under different institutions, to create a fund and attend to priority areas for the population (hospital and school infrastructure , supply and minimum stabilization of the national electrical system) that will be executed through the United Nations and its agencies.

There are no established periods for the transfer of funds, because they are different jurisdictions where there are placements of both liquid and liquid resources, Blyde explained to the media. “For each one you have to study the problems, the legal status of each of the cases.”

In any case, said the opponent, who has complete information on the location, amount and status of Venezuelan assets abroad “is the Maduro regime (…) They have more information about these funds than this delegation may have” .

However, the opposition has managed to locate some assets in France, the United Kingdom, Japan or Portugal. His release is in the legal study phase. US officials have also reminded this week that releasing these types of funds is a complicated process and that it will take time.

“This delegation has been working with the United Nations and friendly countries so that these monies are transferred without risk to the fund,” Blyde reiterated.

One issue that is advanced is the creation of the fund itself with the UN. According to Blyde, there are already two draft documents that were agreed between the two parties in November and all that remains is to specify some technical details. Both delegations even managed to lower the amount charged by the multilateral organization for managing this type of funds, although the percentage was not specified.

The former mayor reiterated that obtaining the assets has been delayed “because there are obstacles, there are problems that we must solve and if both parties do not work on this, they will take longer to resolve.”

It is not enough to clarify what was signed, Blyde insisted. “We do not want to stay there, we have to say with absolute sincerity that this mechanism is valid if there are no excuses to give the substantive discussions (…) The camorra does not take us anywhere, there are more than 20 years of incendiary speeches, of insults , which do not solve the problems of a people. We are trying to make a serious appeal, to leave the manguareo and start working on what we must work on, on what is important ».

The politician also responded to an alleged opposition demand within the negotiating table to change the rectors of the National Electoral Council.

He clarified that “we have not proposed a change in the CNE, when the electoral agenda is touched on, we will touch it at the negotiating table. Up to now we have not negotiated any of that. First you have to negotiate so that all Venezuelans can exercise their right to participate in national elections.
