On Thursday morning, Federico Mora, chief of staff of the Municipality of Asunción, announced that paid parking will be implemented in March but the collection of fines still has no start date.

Jorge Rolón Luna, lawyer and candidate for deputy for Central for the Guasu Front, affirmed that he believes that the great problem that the commune has is the lack of adequate public transport. Don’t turn trips to work, to study or just for commuting into a via crucis.

“We have the problem that many people who would not make an effort to buy a vehicle have to do what they have to do because public transport is not an option,” he said.

He affirmed that, on the other hand, it is normal for cities to regulate parking lots in historic centers, something that happens in the big cities of the world.

“There is paid parking to discourage the use of private vehicles and encourage the use of bicycles and public transport in cities that have the necessary infrastructure. This is not the Paraguayan case because building an ecologically friendly city, with its inhabitants or for those who come to work, does not exist, we are very far behind, ”he commented.

He regretted that charging for parking, with a concession to a private company, relinquishing the municipality its power to collect for itself, making it unfeasible to park every day in the capital.

“The problem is the following, there being so many users of private vehicles, who make an effort to acquire them, overnight, they change the rules of the game due to the cost of parking, but they did nothing to work on alternatives for private users, It’s like they don’t care about people,” he said.

VACCHETTA

The activist Rosa Vacchetta, requested last Friday, January 13, via Law 5282 of free access to public information for citizens, the contract signed by Parxin and the Municipality of Asunción, regarding paid parking. With this, politics wants to remove doubts about the true agreements established.

“Basically, we do not disagree with the Fee Parking because the chaos in transit and traffic is undeniable, but I am concerned that a leonine contract is being signed, again, where 60% of the profits remains for the private company , and the commune keeps 40%. With this, a large part of a genuine municipal collection is being transferred. What the municipality is ceding to private companies is a large part of the city and its role as controller of the streets, transit and traffic. The company provides paint, labor, salary for some car attendants and 10 tow trucks. Now I asked for the contract to see how long it will take 60% of the income, because at a glance, the PARXIN company will recover its investment in the first year. But we do not know for how many years he will receive 60% of the collection.
On the other hand, the municipality requires funds to invest in the destroyed streets of the city, but without this income, the streets will continue to be unattended”, he explained.

A leonine contract is when one of the parties takes lion’s bits and the other ends up giving in.

The paid parking will be implemented in the month of March, but the date of the beginning of the charges still remains to be defined, so first, the implementation will be only on a trial basis. It is estimated that each user will pay between G. 700,000 to G. 800,000 monthly if they want to take their vehicle to work every day.
