This Saturday the first day of the ninth edition of “Univerano 2023” will take place. The meeting will begin at 9 in the morning at the Instituto Libre de Altos Estudios (ILAE), located in the Loma Guazú neighborhood of the city of Caacupé in the department of Cordillera.
Hugo Duarte, political scientist, and one of the speakers at the opening day, stated that 10 years ago he conducted a study to find some causes of the discredit of democracy in our country.
“It is an important question that has me studying for 10 years. First, I tried to find some causes in the changes in the electoral communication model, in the management of electoral processes, in the very organization of electoral structures. But there are some variables that do not finish explaining everything that happens with the behavior of the voter”, he affirmed.
He argued that the Paraguayan voter has a very special characteristic and it is the fact that he is very irrational in the sense that what he decides he does with feeling, that is to say with sympathy more than rationality, as part of an electoral market and an electoral buyer. .
“The theory of rational choice, this theory has been proven not to be the case, except for a small percentage of people. The Paraguayan voter has a problem, he cannot find or does not see, according to studies that were carried out. pure sociological studies have shown that the voter has no ties to politics because he does not see that this activity does not benefit people or the community, ”he said.
Due to this situation, the link becomes a negotiation in some economic cases, in other privileges and in others a temporary support negotiation.
“That finally explains what has been happening for some time in the Paraguayan electoral process and gives us the tip of the ball to understand why money will be the only almost fundamental factor in this electoral system to define who governs us,” he said.
He was against the compulsory nature of the vote, since it will not solve the quality of the representation, since that does not guarantee that the person will vote for the best candidate.
