State signs act with victims, Oacnudh will ensure compliance

After signing an act with the Bolivian Government, the victims of the violent acts in Sacaba and Senkata lifted the hunger strike installed at the gates of the Casa Grande del Pueblo. Compliance with the 15-point agreement will be monitored by the Office of the United Nations High Commissioner for Human Rights (OHCHR).

“We have signed one more act, but now it will be the United Nations High Commissioner, Antonio Menéndez de Zubilaga, who will supervise compliance with the agreement, because the Ministry of Justice has not fulfilled that task,” said the Human Rights activist from El High and representative of the victims, David Inca.

In the agreement 15 points were touched. Among them, the realization of the Comprehensive Law of Reparation for Victims, the national census of affected people and the regulation of the norms stand out.

It should be remembered that these requests – which are also part of the recommendations made by the GIEI in its report on the events of 2019 – are not new. These actions were already contemplated in several acts signed since the conflicts, especially in the last four, dating from October 2021. These were signed after a march that arrived in La Paz from Caracollo, but they were not fulfilled.

“The issue of liability trials against Jeanine Añez and the criminal and ordinary proceedings that must be carried out against those who signed Decree 4078 and those who executed it was also touched upon. Not only the commanders of the Army and the Police should be prosecuted, but also the officers and non-commissioned officers who participated,” Inca said.

It was verified that there are still pending issues regarding compliance with Decree 4276 on humanitarian aid. Although it was fulfilled for those affected in Senkata, the same did not happen with those in Sacaba. Many of them did not access the committed jobs, reimbursement of medical expenses, scholarships, food subsidies, medical care or financial aid, etc.

In addition, a demand that was incorporated into the march remains pending: the recognition as victims of those who were detained and tortured. Inca made it clear that this measure is for those who were dismissed because they were innocent and that they do not have any pending proceedings.

“It was requested that they be taken into account for jobs or educational scholarships, as compensation for their unjust detention and procedural expenses,” he said.
