The first for almost G. 6,000 million and the second for G. 16,500 million. In total they add up to more than G. 22,000 million (US$ 3 million).
In the first call, the company will deliver liquid whole milk for G. 7,500, cereal preparation for G. 1,800, peanut nougat for G. 2,360, donut for G. 963 and honey for G. 980, all individually .
While, in the second, it will deliver school lunches or dinners for G. 20,500 each, the total is 960 thousand during the next 24 months.
BACKGROUND
José Domingo Adorno, government of Alto Paraguay (Añeteté ANR) has already been involved in irregularities in the allocation of school lunch in 2019.
The call had the ID 355405. The value was G. 13,000 million and was awarded to the firm Fiorella Comercial. However, after protests from bidders who did not qualify, the DNCP ended up accepting the claims, annulling the call.
Specifically, it dealt with aspects not fulfilled in the Bidding Terms and Conditions.
The curious thing was that in May of that year the award was made, but in June, a month later, the DNCP decided to annul the agreement. Despite this determination, the government continued to pay the contract until December, despite the Public Contracting order.

From the Public Procurement Communication Directorate (DNCP), they reported that the call was definitively suspended at the beginning of February 2020, after eight months of having annulled the contract.
It should be remembered that the protest was promoted by the firm Ladero Paraguayo SA The objections of the protester were based on certain irregularities and breaches attributed to the evaluation, since they maintain that it does not meet certain requirements of the PBC and the law, such as the lack of accreditation of the national origin of the dishes, which had to be accredited with the presentation of the Certificate of National Origin granted by the MIC.
It also questions the alleged lack of experience in the gastronomic field, since the records of the SET show that it operated in the construction field and recently obtained INAN certificates since 2019.
The Directorate of Communication highlights that the government did not issue any response after the definitive suspension of the call.
