Son of Arce negotiated delivery of the Urea Plant to Venezuela, according to Amalia Pando

The journalist Amalia Pando denounced that the eldest son of President Luis Arce traveled to Caracas in April 2021 to negotiate the possibility that the state-owned Petrochemical Company of Venezuela (Pequiven) is in charge of the urea plant and Ammonia.

With documents and audio published on his Digital Lobbying platform, Pando mentions that Luis Arce Mosqueira arrived in the Venezuelan capital on April 27 of last year, on a private flight and accompanied by five other people.

Proof of this is the passenger manifest of the Venezuelan Air Navigation Service (SNA), which indicates that Arce Catacora’s son was accompanied by an Iraqi, two Venezuelans and by Nicolás Vincentison of the former Minister of Hydrocarbons, Luis Fernando Vincenti, who is a manager in the six subsidiaries of YPFB Corporación.

In the audio, the political chief threatened to declare them “traitors to the country”, to take away their passports and to prevent them from working in Bolivia and Venezuela.

The journalist Pando also maintains that Arce Mosqueira “heads the new thread at YPFB” and that “his younger brother, Rafael Ernesto, leads ENDE”. This privileged group would include the president of YPFB, Armin Dorgathen (a friend of President Arce and his son) and Nicolás Vincenti, adviser to the head of the state oil company who supposedly has a salary of Bs 18,500.

The journalist’s text details that Luis Marcelo Arce Mosqueira started working in the YPFB warehouses with a salary of Bs 3,000. In 2015, the president of the corporation Carlos Villegas initiated a process for the theft of 45 tires and some batteries, which was later archived.

In 2020, the Financial Investigations Unit (FIU) established that at the age of 20 he had obtained, like his brother, a loan and provided the counterpart for it. Both moved Bs 300,000 in total, which at that time the FIU estimated was money of dubious origin from his father, the former Minister of Economy.

In 2020, with the inauguration of Arce Catacora as president of Bolivia, Arce Mosqueira reappeared in YPFB’s Project Management, to power biodiesel plants. To promote this project, he traveled to France, the United States and Venezuela. At the end of 2021, he left that position and assumed an advisory position at the subsidiary YPFB Chaco.

After the complaints of nepotism that may affect his father, he also left that company, although in the Comptroller’s Office he was still listed as a Yacimientos official in October 2021.
