Avelino Guillen was pronounced after present his resignation as Minister of the Interior on the last Friday, February 28. In an interview for The Republicassured that he is leaving “calm with his conscience” after his decision to leave the Ministry of Interior (Minister) after not receive the support of President Pedro Castillo in his proposal to retire the Commander General of the National Police of Peru (PNP), Javier Gallardo.
Likewise, Guillén pointed out that the president was explained about “the need to have the best police officers in the units with the greatest responsibility. This as a result of the changes that Javier Gallardo would seek to make within the PNP and that it would affect patrolling the streets.

On the other hand, the former Supreme Prosecutor also mentioned to this newspaper the reasons that led him to resign from the Ministry. In this regard, he stressed that his decision was made because Pedro Castillo did not resolve the issues raised by his office and he traveled to Ancash the day he said he was going to see them.
“My decision was triggered by the fact that the crisis in the National Police was deepening: the paralysis in the Diviac with the cut in qualified personnel, in the budget; the problem with the Lima Police Region, with the changes and transfers by the hundreds, depleting the police stations,” he asserted.
On the other hand, Avelino Guillen confirmed that the head of the ministerial cabinet, Mirtha Vásquez supported him in the face of conflicts with the general commander of the PNP and even talked with peter castle about it. However, she got no response.
