In the case of population representation, 22 holders and 22 substitutes with the D’Hont system, with the party groups that have obtained a minimum of 5% of the valid votes cast participating in the allocation of positions (Article 127 of Law ON 2431 ).
Meanwhile, in all development commissions, a President or Development Commissioner will be elected directly and with a simple plurality of votes and two regular members and two other substitutes through the D’Hont system, with a floor of 5% of valid votes. issued.
