MAS deputy Rolando Cuéllar denounced that the son of the top executive of the Central Obrera Departamental (COD), Rolando Borda, earns 8,330 bolivianos in YPFB as a driver and that there are more than 140 declared leaders in commission in that organization.

In addition, he pointed out that this relative was declared in commission and is part of the COD.

“HRBT, the son of Rolando Borda, entered on November 10, 2017 as a driver with an indefinite contract at YPFB Transportes and is in the advisory commission on union conflicts in the COD,” he specified.

The legislator sent this medium a pay slip for Borda’s son detailing the position of driver, date of entry November 10, 2017 and indefinite contract and salary of 8,330.8 bolivianos, although the slip does not appear the company.

Page Siete communicated repeatedly with Borda to find out about these complaints, but he did not answer his phone.

Last week, Cuéllar denounced that Borda accommodated four relatives in Yacimientos: the wife of the GFO leader works at YPFB Transportes; his daughter DB works at YPFB Andina, his brother GB at YPFB Refinación and his maternal brother FP at YPFB Transportes.

Cuéllar pointed out that the son was also declared in commission before the COD in the position of advising on union conflicts with salary.

Another of the alleged irregularities observed by the legislator is that Borda would have expanded the executive committee of the COD and its secretariats from 32 to 146 members. All were declared on commission with 100% of their salaries, he said.

Article 20 of the COD statute states that the departmental executive committee is elected by congress and is made up of the executive secretary, plus 32 secretariats, which will have the character of collective management.

Cuéllar maintained that it has been requested in a written report request to YPFB how many of those workers belong to YPFB and declared themselves in commission with salary payment.

“In the case of Borda, we understand that he has been declared in commission for 20 years. A leader cannot be in commission forever, it should be two administrations at most”, he indicated.

The executive secretary of the Santa Cruz Heavy Transport Federation, Juan Yujra, criticized the several years that leaders have remained in union organizations such as the COD, which he assured does not represent the sector. “The COD and COB should not be aligned with any government and do not protect the worker. In Santa Cruz we have questioned Borda because he only advertises to the authorities and the COD has no reason to be rubbing the backs of any government in power”, he stressed.

The leader of the COD, Sosimo Paniagua, clarified that there is no limit to the permanence of the leaders in a position and that everything depends on the support of the workers.

controversy and reaction

  • Answer Rolando Borda, executive of the COD, denied last week the accusations of deputy Cuéllar before his organization: “No parliamentarian has the power to inspect union leaders, damn it! These parliamentarians are functional to the right. Here the union leadership is persecuting the workers and we are going to defend ourselves in the streets. We are asking that this deputy (Cuéllar) be submitted to the court of honor of the political instrument of the MAS-IPSP and that his seat be removed, comrades”.
  • Demand Cuéllar, filed a criminal complaint against Borda last week for nepotism and other irregularities.
