The mayor of Huancayo, Juan Carlos Quispe Ledesma, ends a management that should not have led. In August 2019, he took office due to the corruption conviction of the former mayor of Perú Libre Henry López Cantorín. From that moment on, his administration was a constant stumbling block, between successes, errors and a long time fugitive from justice, investigated for leading the alleged criminal organization “The Tyrants of the Center”.

WHAT WAS MISSING. For the lawyer and former mayor of the province of Junín, Luis Solórzano, there was an absence of the principle of authority: “When there is no principle of authority and when mayors go into public management with some weakness such as being linked to corruption issues, the management fails”, he maintains. Solórzano emphasizes that the success of a municipal administration is based on the moral principle of authority, which in the case of Huancayo did not exist: “A great secret for success and good management is that the image that you must communicate to the population is one of be an honest, correct person and the population respects you”, he adds.
For Jorge Luis Olivera, a specialist in municipal management, Quispe Ledesma should have surrounded himself with good professionals. “There was no good planning, a good study, he has not surrounded himself with good professionals. A mayor who wants to be successful has to surround himself with professionals, who have experience, who do not have a negative record, he has lacked that ”, he indicates.

AGAINST AND IN FAVOR. At the level of budget administration, Olivera maintains that the Provincial Municipality of Huancayo (MPH) had a good performance: “As far as the fulfillment of goals, budget execution is concerned, that has been fulfilled according to the MEF. But what they have lacked is more works, they have had a budget, but they have not managed more works, ”she points out. For Solórzano, on the contrary, the works did take place, but they were marred by the scandal of the “Tiranos”: “The Coto Coto park, the Lovers’ park, the basic sanitation of Próceres avenue, the The Cantuta”, he highlights.
Problems such as citizen insecurity, informal trade and the construction of roads to release the vehicular chaos are pending issues for the next administration, both maintain, in addition to the solid waste treatment plant; “Eight years have passed and they have not solved the issue,” says Olivera.

In October of this year, Quispe Ledesma ordered the removal of the bollards from the streets of the center of Huancayo installed to enable the bicycle lanes. There, a million soles were lost -because said roads never worked optimally- and the Comptroller’s Office observed irregularities in the project. It was the last significant thing the mayor did. In one of his last participations in the last session of the Municipal Council, the burgomaster pointed out that unlike other efforts, his had to face the pandemic.
