President Jair Bolsonaro said today (28) that, in 2022, the government will focus its efforts on generating employment and fighting inflation. The statement was made during the signing of the protocol of intentions for the offer of qualification vacancies in the National Program for Provision of Voluntary Civil Service.
The program aims to help unemployed workers, aged between 18 and 29, to gain work experience, with the help of qualification courses. It will also benefit workers over the age of 50, who have been out of the market for more than two years.
The government’s objective is, with the help of the municipalities, to increase the employability of these workers and transfer income through the qualification scholarship, combined with the execution of activities of public interest in the participating municipalities. It also intends to mitigate the social impacts on the labor market resulting from the crisis caused by covid-19.
“The municipalities that choose to participate in the program will be in charge of the local organization of activities of public interest and the payment of the qualification grant, and must observe the regulation of the Provisional Measure and other provisions of the Ministry of Labor and Welfare”, informs the Secretary-General. of the Presidency of the Republic.
Also according to the government, the courses will be offered by the national learning services (Senai) and by the Brazilian Support Service for Micro and Small Enterprises (Sebrae), with priority for qualification in the most important economic activities in the municipality: “the participation of municipalities is voluntary, depending on their execution capacity. The program will last until December 31, 2022”.

According to the Minister of Labor and Welfare, Onyx Lorenzoni, the voluntary civil service opens “an extraordinary door” for these workers. He recalled that, currently, Brazil has 40 million informal workers, and that it is very difficult for these workers to get their first job, due to lack of qualifications.
“Now, city halls throughout Brazil will be able to receive these young people to work part-time, receive a half-minimum-wage scholarship, with the right to transportation vouchers and personal accident insurance. For a year, they will be shielded and awarded by the Brazilian S system with more than 200 qualification courses”, said the minister.
Lorenzoni clarified that the responsibility of the municipality will be to guarantee that, every semester, unemployed workers take a qualification course.

In his speech, President Jair Bolsonaro said that the signing of the protocol of intentions is one of the “two or three exceptional actions” that his government announces weekly.
“It is not enough, individually, that you or I are doing well and Brazil is not doing well. Brazil, being well, we will all be well too, having the opportunity to improve our lives. This proposal that is materialized today is another welcome one”, said the president.
“We will continue our work, seeking, this year, to give full emphasis to job creation and the fight against inflation”, said the president.
