The Comptroller General’s Office determined that in May 2019 a group of evaluators from the Regional Directorate of Transport and Communications allowed a third person to take 206 knowledge tests to obtain driver’s licenses and then validated the passing results of these tests that allowed the same number of people obtain and revalidate professional and private level licenses.

The report of the Specific Control Service No. 014-2022-2-5352-SCE, details that these facts were corroborated by the control commission when accessing the reports of the Knowledge Examination System (SIEC) of the Ministry of Transport and Communications (MTC) and to the videos provided by the entity, in which it was verified that on May 17, 20, 21 and 22, 2019, the servers on duty consented to a person who was not involved in the evaluation process accessing the authorized room to take the tests.
They favored 206 applicants
In this way, said person solved between 35 and 79 exams per day in a period of one to three minutes and from the same computer in the room in some cases; while in other cases he consecutively used different machines that were not used by the applicants. The Supreme Audit Institution revealed that this irregularity allowed 206 people to access driver’s licenses of different levels, mostly revalidations or recategorization of AIIIC, AIIIB, AIIB licenses, and obtaining new AI driving licenses.

These events affected the proper functioning of the public administration, by not guaranteeing the protection of human life, integrity, road safety and well-being of the community that the driver’s license issuance system must safeguard. This is due to the fact that the licenses issued authorize the driving of vehicles such as taxis, mobility for schoolchildren, tourists and emergency units, as well as buses, minibuses, merchandise transport, interprovincial passenger transport and trucks.
Comptroller identifies those responsible
In this sense, criminal responsibility was found in two servers of the Regional Directorate of Transport and Communications, Demetrio Fuentes Vera and Luis Fernández Andía, who fulfilled the role of evaluators during the days in which the impersonations of the knowledge exams occurred and validated the passing results of said tests.
The Specific Control Report is published in the Control Report Search Engine for the sake of transparency and access to public information, and the Regional Director of Transport and Communications was notified in order to adopt the corresponding actions, in the framework of their powers and obligations in institutional management to mitigate the identified risks; at the same time to the Public Prosecutor’s Office Specialized in Corruption Crimes for the initiation of criminal proceedings.
