What controls are proposed?
According to the initiative promoted by Monreal individually, not as a bench of Morena, in addition to PRI and PRD, it is proposed that the Commission’s agreements “will favor consensus and, failing that, they will be adopted by majority vote, of the members present. In the event of a tie, the Presidency will have the casting vote.
“The Presidency of the Commission will rotate between the parliamentary groups and alternate between both Chambers, beginning with the Chamber of Senators,” it is offered.
Regarding leadership, the senators propose that the Commission’s Board of Directors be made up of five legislators, with a Presidency, two vice-presidencies and two secretariats.
Given that this group will conduct the work and will be able to call meetings, define the agenda and promote calls for the appearance of public servants, it would be elected by an absolute majority of all the members of the commission (it is proposed that 20) and would last one legislative year in office.
As a mechanism to prevent a bloc from seizing the leadership, it is also proposed that the vice-presidencies “shall be made up of a federal deputy and a senator, and they cannot be from the same parliamentary group, nor from the parliamentary group of the one who holds the Presidency”.
The secretariats, meanwhile, would be made up of deputies or senators “not being able to be from the same parliamentary group.”

However, when consulted in this regard, the president of the Public Security Commission of the Chamber of Deputies, Juanita Guerra Mena, from Morena, indicated that there is already a list of those who are interested in participating in this Bicamaral Commission and later they would generate guidelines for its operation.
In other words, an express legal reform would not be necessary and an agreement between the boards of directors of the two chambers or their Political Coordination Boards (Jucopo) would suffice.
Questioned about the integration, which in the initiative presented in the Senate is considered plural, without a majority for a single block, the legislator established: “respectfully, I believe that it will be the same way as the Bicamaral National Security Commission, where there is a representativeness of the different parliamentary groups”.
In the current Bicamaral National Security Commission, of seven members, two are from Morena, two from the PAN and two from the PRI, however, this group lacks resolution and recommendation powers such as the one that should monitor the actions of the armed forces, hence the relevance of its integration and of the mechanisms for decision-making.
