The document dated December 16, describes that the integrity of the people of Venezuela is violated, as well as that of the United States companies themselves, “by putting them at risk of being penalized, in an arbitrary, unfair and illegal manner, when exercising their right to free commerce through contracts with the Government.

The Bolivar Law is cosponsored by Senators Jacky Rosen, Marco Rubio and Thom Tillis. The bill had been approved by the Senate Committee on Homeland Security and Government Affairs of the United States in March 2021.
