Within the framework of the 14th Human Management Community of Practice Meeting, authorities from the National Civil Service Office (ONSC) presented an organizational guide to prepare preparation programs for retirement, which will be implemented in 2023. Currently, a 25% of the labor force of the Central Administration has a retirement cause, and their retirement is estimated for the next five to seven years.
Participating in the event, held this Friday the 16th in the Executive Tower, were the director of the ONSC, Conrado Ramos; the members of the Innovation Laboratory Area and Public Function Observatory, Analía Corti and Adriana Novo; and the ONSC adviser, Ricardo Chiesa. Also attended by members of the Human Resources Management Network.
During the meeting, Analía Corti presented information regarding the number of workers aged 58 or over in the Central Administration. The speaker explained that, in the aforementioned labor field, there are some 5,000 people in this condition and that 67% of workers between the ages of 61 and 65 already have the requirements to retire. These people represent 25% of the officials.
Corti added that the sections that include more people 58 years of age or older in their templates are the Ministry of Transportation and Public Works; the Ministry of Livestock, Agriculture and Fisheries; the Ministry of Education and Culture and the Ministry of Tourism.
The speaker also highlighted that, in 13 of the 15 ministries, more than 20% of the workers were over 58 years of age. Added to this is the fact that 30% of people who do some kind of driving also equal or exceed that age. These data demonstrate the need for retirement to be a highly relevant human management issue, together with knowledge management and succession management processes, she pointed out.
In dialogue with Presidential Communication, Conrado Ramos reported that it is essential to systematize information related to state workers and to know their career paths, with the aim of managing knowledge and generating mentors who collaborate with officials in the transmission of knowledge before their retirements .
Ramos added that close to 30% of the workers that make up the state labor force would be retiring in the next five to seven years. In this sense, he indicated that the institution he directs is working on accelerating the income of human resources to achieve an adequate replacement.
Referring to the document presented at the event, Ramos said that it is a publication that aims to manage knowledge, which is “essential”, so as not to lose skills, acquired knowledge, and competencies before people leave the institution. . This guidance will be implemented in 2023.
In relation to this issue, he reported that, at the state level, workshops are held that address the preparation of people to face the stage of retirement from work activity.
The Human Management Network was established more than two years ago, it is made up of the Human Management areas of the entire State and works towards the objective of promoting the exchange of experiences and knowledge in the matter.
