Representatives of the Council for the Democratic Transition in Cuba, the NGO Cubalex and other groups demanded that the issue be taken into account for the extraordinary session of parliament, scheduled for the first quarter of 2023.

They pointed out that the discussion and approval of this norm was included in the 2020-2023 legislative schedule, but that it was excluded “without justification” within the modification of the 2022 agenda, due to the covid-19 pandemic.

“The inexcusable exclusion is contrary to the popular mandate given to the State Constitution in February 2018, after the popular consultation of the draft and through which Cuban society expressed, exceeding the limits of the consultation itself, its demands for more rights for more people,” the letter states.

The Cuban opponent and academic Manuel Cuesta Morúa is one of the signatories of this petition, to which EFE has had access, sent directly to the president of the National Assembly, Esteban Lazo.

“The approval of this law is urgent and fundamental,” indicated the applicants, who denounced that many Cubans are imprisoned “for the peaceful use of their human and constitutional rights, in the midst of the absence of legal and legal precision that supports them.”

According to the latest report from the NGO Prisoners Defendersin Cuba at the end of last month there were 1,034 political prisoners, mostly people who participated in the anti-government protests of July 11, 2021. The Justice 11J collective has registered hundreds of arrests as a result of these demonstrations.

The petition was made public during the tenth session of the current legislature, which has been discussing various bills since yesterday until tomorrow, including the 2023 Economic Plan.
