Protocol of action to guarantee the right to Inclusive Education of people with disabilities

On Monday, December 12, the public presentation of the Action Protocol to guarantee the right to Inclusive Education of people with disabilities, recently approved by the Executive Power through decree no. 350/022.

The national director of Education, Gonzalo Baroni celebrated the “enormous plurality” of groups and associations that through their participation in the Commission go towards “a better education and a better society.”

For his part, Robert Silva pointed out that from ANEP they are aware that “we have made a lot of progress, but also that we have many challenges”, and ratified the “commitment to the right to education of all people, regardless of the situation in which they are find».

The Minister of Social Development, Martín Lema recalled the importance of permanently knowing the position of civil society organizations; “The protocols have to be in permanent revisionism,” he concluded. Finally, Minister Da Silveira stated that “when we state something as a right, all we are doing is making a commitment to ourselves and society to do all that we have to do to protect those we must protect” .

The document was prepared by the Commission for Educational Continuity and Professional Partner for Disability, an inter-institutional area chaired by the Ministry of Education and Culture (MEC) and made up of the Ministry of Social Development, the Ministry of Labor and Social Security and ANEP, and in which the Espacio CANDI of the Ministry of the Interior, the Group of Studies on Disability of the Faculty of Social Sciences and the Working Group on Inclusive Education, as an entity of Civil Society, also participate.

This action is within the framework of the National Education Policy Plan 2020 – 2025 and it is a solid advance in terms of inclusive education policies, which places the MEC in a place of commitment to the subject.

The protocol was built from collaborative instances with contributions from various educational and social agents, people with disabilities and families. It has scope over all sections of the educational system and establishes guidelines to ensure accessibility, effective participation and student learning achievements, especially those who are in a situation of exclusion or marginalization risk, as is the case of People with disabilities. Its perspective and focus on Human Rights seeks to consolidate conceptual advances in the field of Inclusive Education and respond more adequately to the multiple demands of the population in this regard.

The act was also attended by the Minister of Education and Culture, Pablo da Silveira, and the Director of Disability of the National Secretariat for Care and Disability, Karen Sass. Representatives of associations and technical personnel linked to the subject were also present.
