The collection of the Union, states and municipalities with royalties and special participation on the production of oil and natural gas was a record in 2021, according to a balance released today (27) by the National Agency of Petroleum, Natural Gas and Biofuels (ANP). BRL 37.6 billion in royalties and BRL 36.8 billion in special participation were distributed to states, municipalities and the Union, amounts that exceed by 65% what was collected in 2020.
The regulatory agency explains that the increase in revenue is mainly due to the rise in the price of a barrel of oil on the international market and the loss of value of the real against the dollar. The ANP also highlights that there was an increase in production from the fields under the production sharing regime, located in the pre-salt polygon.
Royalties are financial compensation paid by companies that produce oil and natural gas to the Union, federative units and municipalities, as revenues are obtained from non-renewable resources that belong to the country.
The charge is based on the production value of each field and is paid monthly by these companies. To arrive at the amount owed by the oil companies per production field, the ANP takes into account the rate provided for in the contract for oil and gas exploration and production, the monthly production of oil and natural gas from the field and the reference price of these resources in the month. .
The special participation is distributed quarterly to public entities and is an extraordinary financial compensation due by companies that explore fields with a large volume of production or high profitability.
In this case, the rates are progressive and vary according to the location, the number of years of production and the volume produced by the field in the quarter. The charge is then applied to the net revenue from the quarterly production of each field, considering the deductions provided for by law (royalties, investments in exploration, operating costs, depreciation and taxes).
