The "pact to save nature" will fail if commitments are not monitored

Environmentalists denounced that at the COP15 climate summit taking place in Canada “the pact to save nature will fail” if true mechanisms are not agreed.

Environmentalists denounced this Sunday that at the COP15 climate summit taking place in Canada “the pact to save nature will fail” if true mechanisms are not agreed to apply and monitor the commitments regarding the protection of biodiversity.

“A strong text, which commits countries to assess progress against global goals, and extend action over time, is essential to hold governments accountable,” Guido Broekhoven, a senior official at WWF International, opined.

Since Tuesday, COP15 brings together nearly 5,000 delegates from 193 countries in the Canadian city of Montreal to try to agree before December 19 “a peace pact with nature”, which includes 20 targets to stop environmental destruction by the end of this decade.

“The negotiations lack essential elements that guarantee countries to intensify their actions over time: it is like having a bicycle without gears”

The current text on biodiversity merely “urges” countries to wait for a global assessment within four years, and makes no mention of commitments to a possible national effort if the goal strays off course, according to the AFP news agency.

“So what we have on the table is just an encouragement to maybe do better.”warns Aleksandar Rankovic, adviser to the NGO Avaaz.

“If biodiversity targets are the compass, implementation is the real ship to get us there”said Li Shuo, a Greenpeace adviser.

However, “the negotiations lack essential elements that guarantee countries to intensify their actions over time: it is like having a bicycle without gears.”

Juliette Landry, IDDRI researcher says that “there has been some progress”as for the first time the countries have common planning and reporting formats, which will allow them to be evaluated and compared.

This Sunday was expected to be the last day of work for the delegates on this essential chapter, prior to the arrival of the environment ministers on December 15, and the proposal for an additional meeting next week was finally approved.
