Descentralized Provias canceled the contract it signed in October 2021 with the Puente Tarata III consortium, linked to the lobbyist karelim lopez, upon noticing serious irregularities in the bidding process.
In directorial resolution 08-2022-MTC/21, which was agreed Peru21, two observations are pointed out that support the decision adopted by the body attached to the Ministry of Transport and Communications.
In the first place, it is indicated that the company presented an apocryphal work certificate. This is the conclusion reached after the ICCSA company confirmed twice that it never issued this type of document in favor of the consortium, which it recorded as the certificate as guarantee.

The work certificate was not issued by the company or signed by any of its officials in 2016 and 2017, years in which the Tarata consortium claimed that it received the document. “The certificate shown is not exact or truthful,” said ICCGSA.
The second observation refers to the fact that in the two consortiums that participated in the contest there were links between their representatives, a fact that is prohibited by law as it threatens competition
“As can be evidenced, Messrs. George Peter and Marco Antonio Pasapera Adrianzen are jointly owned by both companies, Termirex SAC and Corporación Imaginación SAC, each being the majority shareholders.
Termirex was part of the Puente Tarata III consortium, while Imaginación was part of the Huayabamba consortium, the company that lost in the tender.
“In both cases, their representatives and/or shareholders are people related to siblings, for which the blood ties are such,” the resolution concludes.
The Puente Tarata case, a work located in the San Martín region, exploded after the visits recorded by lobbyist Karelim López to Breña’s house, which was also attended by President Pedro Castillo.
López, who was an advisor to Termirex SAC, attended the house in October, days before the good pro was awarded to the consortium that made up her client.
