Comptroller found irregularities in the Councils of Decentralized Ministers

The Comptroller General of the Republic found irregularities in the Councils of Decentralized Ministers organized by the government of between January and July of this year, in different regions of the country.

According to the report issued on October 14, the name of “Council of Decentralized Ministers” that the Executive imposed on the sessions “may cause errors in the appreciation regarding its legal nature, conformation, functions, regime and operation in relation to the Council of Ministers”.

The differences are that in this last instance the president and his ministers participate to define the general policy of the government; but in the decentralized councils there is only territorial coordination and the appointments are headed by the prime minister.

The other observation of the control body is that in six of the 18 minutes generated, the signatures of all the ministers have not been registered and this can generate “risks” in the validity of the agreements that are taken in the sessions.

For example, in the minutes for the session held in Moquegua, in January, the signatures of the Ministers of Agriculture, Defense and Transportation do not appear. The one that was made in July, in Cajamarca, does not contain the signature of the then Minister of Social Inclusion, Dina Boluarte.
