President Jair Bolsonaro edited, in this fourth(30), a decree that provides for the budget and financial programming and establishes the monthly execution schedule for disbursements by the federal Executive Branch for the 2022 financial year.
The decree allows for blocking or proposing the cancellation of discretionary budget appropriations and the adaptation of the respective payment schedules to comply with the Expenditure Ceiling, considering the projections of the bimonthly reports for evaluating revenues and expenses.
According to the Ministry of Economy, the measure authorizes the Special Secretariat for the Treasury and Budget to expand the values of expenditure schedules, if it is identified that there is or will be a surplus of amounts in the financial execution in the schedules or limits of the expenses foreseen for the organs of the Power Federal Executive.
In addition, the portfolio may block budget appropriations if bodies or units of the federal Executive Branch do not do so, without prejudice to a subsequent request for change.
