The first discussion of the draft Reform of the Organic Law of Communes took place this Tuesday in plenary session of the National Assembly (AN) and was approved by a qualified majority.
During the debate, the president of Parliament, Jorge Rodríguez, stressed that there is no greater democracy than that which is expressed in the communal councils.
«If something is true distribution of democracy, it is the distribution of power through authorities of communal councils. If something is the true demonstration of democracy it is a communal councilIt is a Commune,” he said.
He recalled that through this instrument no new Law is being created, but that the possibility of participation of the people is being safeguarded and stressed that it is the duty of the AN to create the laws of People’s Power, according to the Constitution of the Bolivarian Republic of Venezuela.
The deputy Liliana Gonzáles, was in charge of presenting the proposal to the deputies, highlighting the benefits of the reform of the Law.
Among this, he explained that with this instrument it is sought that each commune participate in the annual budget of the nation, the integration of popular power in public management and improve the methods for commune management, improve the banking system in the communes, among others. Benefits.
He affirmed that currently 70% of the national territory is in Commune, 3,600 Communes are formed and 49 thousand community councils.
In the same way, the deputy Carlos Mogollón intervened, highlighting that the Law of Community Councils is a Law that brings many advances, that empowers the people, equalizes concepts, modernizes community banking and opens the political path for the community members. He called for the debate on the commune and the future as the concretion of Venezuelan history.
