The National Assembly elected in 2020, with an official majority, approved this Tuesday the 29th in its first discussion the reform project of the Organic Law of Communes that, among other things, proposes its inclusion in the national budget.
the deputy Liliana Gonzalez (PSUV – Miranda) presented the project, which is part of a package to be reformed of seven laws that involve popular power, and said that the inclusion of communes within the national budget means “true decentralization.”
The changes also imply adapting the structure of the territorial vice-presidencies to these instances; as well as simplify procedures related to the registration of communes, to reduce the times from 90 to 30 days, as well as to four years of the management period of the spokespersons.

He also stated that they will go to the Supreme Court of Justice (TSJ) to request the annulment of all these instruments.
The ruling party, in the voice of the president of the AN 2020, Jorge Rodríguez, said that questioning the communes is a “false argument” because they are a “true expression of democracy.”
“The argument of democracy versus commune or communal council is false, because if something is a true expression of democracy it is the distribution of power to the people organized in communal councils and communes,” said Rodríguez, who encouraged the Democratic Alliance to collect signatures to activate a referendum.
He also recalled that the laws of popular power are in force, and what is approved are reforms to make the work of these instances more “efficient”.
