This Saturday the Second Partial Agreement for the Protection of the Venezuelan People was signed in Mexico City by the Delegation of the Bolivarian Republic of Venezuela and a sector of the opposition.
As planned, the document was signed by the representatives of the parties after it was read by the chief negotiator for the Kingdom of Norway.
This Second Partial Agreement establishes the conditions for the execution of protection measures for the Venezuelan people, as well as the constitution and mandate of the bodies created through the Partial Agreement of September 2021. Among these are the National Social Assistance Board and the Special Group for attention to the effects of overcompliance.
In addition, the agreement contemplates requesting the United Nations Organization, UN, support for the design, establishment and implementation of a single trust fund that will have the objective of expanding the implementation of social protection measures to the Venezuelan people.
This Second Partial Agreement allows attention to social needs by rescuing the legitimate resources of Venezuela that are blocked.

After welcoming everyone, the Foreign Minister of Mexico Marcelo Ebrard referred to this new meeting as good news. “It is a hope for all of Latin America, it is good news when there is dialogue, there is mediation, it is the triumph of politics in resolving disputes.” He reiterated that Mexico’s role is to seek mediation and negotiation.
For his part, Norway’s chief negotiator, Dag Nylander, expressed his deep gratitude to the Government of Mexico and its Foreign Minister Marcelo Ebran for receiving the different participants in the dialogue and negotiation process.
“Today we celebrate a historic milestone in the efforts of dialogue for the good of all Venezuelans and all Venezuelans,” he said. He added that not only is the dialogue table restarting, “we will also celebrate the signing of a partial agreement that will promote important issues for the social protection of the Venezuelan people.” Also, he indicated, a verification mechanism would be established within the framework of the aforementioned agreement.

On the other hand, the Norwegian representative stressed that this agreement confirms that the dialogue process “is the best way to find a political and inclusive solution for Venezuela, a solution that is and will always be in the hands of the Venezuelans themselves.”
After reiterating the firm support of Norway and other guarantor countries for the process, Nylander asserted that the new advances will depend on the will and dedication of the Venezuelans themselves, and that “the active participation of the different actors in society will contribute positively to inclusive solutions and sustainable”.
Signing of the Agreement for the protection of the Venezuelan people
After reading the Agreement, the delegation of the National Government for dialogue and the opposition sector – which make up the Unitary Platform “U” – they signed the document.
The activity took place at the Sofitel Hotel, located on Paseo de La Reforma, Mexico City.
On behalf of the National Government, the president of the National Assembly (AN) and head of the delegation, Jorge Rodríguez, sign, while on behalf of the opposition; signs the opponent Gerardo Blyde.
The agreement is also signed by all the members that make up both delegations.
