“We call on the President of the Republic, Pedro Castillo, to respect the institutional framework in the country, the independence of powers, the Constitution and the laws. For this reason, it is necessary to remember that ‘factual refusal’ does not exist,” the union said in a statement.
In addition, he recalled that the regulation of the question of trust was supported by the Constitutional Court, for which he indicated that the dissolution of Congress would be an “arbitrary, illegal, undemocratic act and an attack on the balance of powers.”

“This new episode shows us the infeasibility of governing based on the distribution of favors and perks, prioritizing particular interests. More than 70 ministers have been appointed by the government so far in its administration, to which is added the appointment of officials who do not meet the qualifications to fill the positions, in addition to people who have been questioned for crimes of terrorism, murder, corruption, child abuse, violence against women, among others,” he added.
For the union, the population is the most affected by this crisis since it faces “limited access to vital medications” for treatment of diseases such as cancer. He also recalled the four failed tenders for the purchase of fertilizers, which endangers food security.
“Due to the low execution of the budget in the education sector, almost a million children are at risk of not resuming their post-pandemic education, according to international organizations. In addition, the rise in prices of the basic family basket, the precariousness of employment, with an increase in informality that reaches 76.8%; and the loss of competitiveness, with a private investment that will grow 0% this year. All of this compromises the future of the country, ”he assured.
The union also showed its concern about the appointment of Betssy Chávez as president of the Council of Ministers due to her “history of confrontations with other political forces” and the unilateral decisions she makes.
“We urge the President of the Republic to establish a solid ministerial team, made up of trained professionals, with experience and a real commitment to work for the country. Honesty and respect for the institutional framework is what Peruvians need to recover stability and return to the path of growth and development,” he added.
