Abudayeh is under investigation by the irregular purchase of biodieselin which he participated after having meetings at the Government Palace with President Pedro Castillo.
The company Heaven Petroleum Operators (HPO), owned by Samir Abudayeh, won a bid at the state oil company for US$74 million for the sale of biodiesel. This fact and other alleged irregularities are being investigated by the Public Ministry.
The case of Henry Shimabukuro is due to his alleged belonging to the case “Shadow Cabinet” and for allegedly having participated in the process to facilitate the acquisition of biodiesel from Abudayeh’s company.
As a result of the scandal that arose from this case, Hugo Chavez Arevalo resigned from the position of general manager and member of the board of directors of Petroperu in March 2022. The former official is currently in Bolivia.
