The Delegation of the Bolivarian Republic of Venezuela and a sector of the opposition have decided to sign the second Partial Agreement for the Protection of the Venezuelan People in Mexico.
The information was disseminated this Thursday through a official statement published by the Head of the Venezuelan delegation before the dialogue table in Mexico, Jorge Rodríguez Gómez, on his account on the social network Twitter, in order to inform about the dialogue process.
The text indicates that the aforementioned agreement has been exhaustively discussed in the city of Caracas with the facilitation of the kingdom of norwayand it will be signed following the provisions of the Memorandum of Understanding signed last year, to meet social needs by rescuing legitimate Venezuelan resources that are blocked.
In this regard, the document indicates that the agreement that will be signed “creates a practical mechanism, aimed at addressing vital social needs and addressing public service problems, based on the recovery of legitimate resources, property of the Venezuelan State, which are currently blocked in the international financial system.
In the same way, it indicates that the rescued resources will reinforce the national public health system, electricity, school infrastructure, as well as “attention to needs derived from the emergency due to torrential rains, as well as food support programs.”
On the other hand, the Delegation reiterates its firm rejection of the illegal detention of Venezuelan diplomat Alex Saab, and again demands his immediate release and full incorporation as a member of the Delegation of the Government of Venezuela. It also welcomes the incorporation of the human rights defender, Camila Fabri de Saab, to the delegation.
Finally, on behalf of President Nicolás Maduro, the Delegation expresses its wishes for the success and happy completion of this agreement, and ratifies its commitment to its successful application, also reiterating that the path is peace.
Norway announces restart of dialogue in Mexico
For its part, also this Thursday the Norwegian embassy in Mexico announced that the Government of Venezuela and the Unitary Platform would resume dialogue in that country this Saturday, November 26.
“We announce that the Government of the Bolivarian Republic of Venezuela and the Unitary Platform of Venezuela have decided to resume the dialogue and negotiation process in Mexico on November 26, facilitated by Norway. There the parties will sign a partial agreement on social matters,” the embassy published on its account on the social network Twitter.

Below is the full text of the communiqué released by the Delegation of the Bolivarian Republic of Venezuela, and signed by the president of the National Assembly and head of the Venezuelan delegation to the dialogue table in Mexico, Jorge Rodriguez.

The delegation of the Bolivarian Republic of Venezuela, we address the country and the world to report on the national dialogue process.
Under the methodology established in the Memorandum of Understanding signed last year, we have agreed to sign in Mexico the Second Partial Agreement for the Protection of the Venezuelan People, which has been exhaustively discussed in the city of Caracas, with the facilitation of the Kingdom of Norway .
The Second Social Agreement creates a practical mechanism, aimed at addressing vital social needs and addressing public service problems, based on the recovery of legitimate resources, property of the Venezuelan State, which today are blocked in the international financial system.
This Agreement thus expresses the advancement of the right of our people to enjoy their assets and resources, illegally and unjustly blocked, placing social needs at the center of attention of the National Dialogue Table.
The rescued resources will go to reinforce the national public health system in equipment, recovery of infrastructures, provision of inputs, vaccines and medicines for access to all our people, and throughout the country; expand and reinforce the electric power service, attention to a significant part of the school structure, and attention to needs derived from the emergency due to torrential rains, as well as food support programs.
On the occasion of greeting this social agreement, as a delegation of the Government headed by President Nicolás Maduro Moros, we once again reiterate our firm rejection of the illegal detention of the Venezuelan diplomat, Alex Saab, and we once again demand his immediate release and his full incorporation as a member of the Delegation of the Government of Venezuela. At the same time, we welcome the incorporation of the human rights defender, Camila Fabri de Saab, to the delegation of the Government of Venezuela while the full incorporation of our diplomat takes place.
On behalf of the constitutional President of the Bolivarian Republic, great architect of peace, and of all Venezuelans, beyond political differences, we make our most fervent wishes for the success and happy completion of this agreement in social matters for the protection of the Venezuelan people, and we commit all the efforts of our government for its successful application.
We are convinced that this social agreement will open the doors to advance the extensive national dialogue agenda, in the fulfillment of all its objectives for the good of our Homeland.
Together with our people and with Mahatma Gandhi, we reaffirm today that there are no paths to peace.
