The aforementioned plan, according to the audios of the conversations of alleged drug traffickers, was known in the Regional Unit that it was in charge of Abelino Valdez Ruiz, a friend and partner of Carlos Francisco Chamorro Portillo, an agent dismissed from the Sensitive Intelligence Unit (SIU) for doubtful origin of million-dollar purchases made, and the wife of the latter, Berenicce Bareiro, who continues as an analyst in the unit where wiretapping is carried out as well as other highly complex investigations.

Valdez, until a week ago, was Director of Operations of the Senad, very close to Minister Zully Rolón, with totally undervalued properties, he recorded an equity increase of 10,769%, since he went from declaring net worth of G. 7,493,500 and a property in San Lorenzo to an accumulation of assets for G. 814 million, among which stand out a luxurious house with a pool in Lambaré, another in San Lorenzo, a property in Capiatá and a farm that includes a complex of three properties in a privileged green area that complete approximately one hectare in Pirayú, in addition to organizing luxurious parties such as his daughter’s fifteenth birthday in the La Riviere events room of the Las Takuaras Complex.

While Chamorro, the “finance wizard” of the Senad, increased his assets by 700% and this year launched a Toyota Hilux 0 km truck, despite the fact that his liquid income until July 2022 did not reach G. 7 millions. According to the synopsis made by Bareiro not included in his final report, on July 12, 2018, one of the wiretapping targets identified in the document with the alias Chiqui talks with an HNI (unidentified man) and they talk about a job for the Senate. “Probably it would be a supposed finding of drugs as a regional job,” the summary mentions. At this point it refers to the Regional Office of the Senad of the city of Salto del Guairá, department of Canindeyú.

“I have about 150 (kilos), approximately, that everything is already sealed,” says one of the alleged drug traffickers in the conversation, whom they identify as “Chiqui,” while the other supposedly unidentified insists: “Tomorrow is already the job”.

That same day, but later, the drug traffickers talk again to coordinate the assembly of a marijuana factory in an indigenous colony in the area and the transfer of the drug to leave it abandoned in the place, taking into account that “a factory” i” is what the anti-drugs asked for to show off.

In the audios one of the drug traffickers is heard asking “if they are going to abandon a few kilos”, while the other responds that “that is what we must coordinate, if we are going to abandon him in the place because what they want it’s that we put something together”, to which the other asks: “A factory’i”, but they mention that setting up the factory is slow.

Although in it they remark: “You only have to make the request for leporãto, but the problem would be taking things to the indigenous colony.” They are then consulted about the amount of pressed and chopped marijuana that they have available to abandon and have it seized, because the Senad agents “manufacture what they want to intervene.”

Despite the seriousness of the situation, which represents the collusion between elements of organized crime and special anti-drug agents, the sequences 1008077620 and 1008079010 were not included in the final report made by Berenicce Bareiro, which first passed through the hands of the director of SIU / Senad, Cristian Amarilla, and then the Public Ministry and the Judiciary.

This is evidenced in the minutes and in the recordings of the oral and public trial, where the defendants’ defense attorneys asked the SIU/Senad analyst to reproduce these narco-audios, but she indicated that it did not appear on the magnetic media.

Even when asked why the aforementioned sequences did not appear on the disc of the final report, the woman only excused herself by saying that only the relevant audios are transcribed.

“When we make our report, there is a filter in the system and we choose there what we mark as relevant conversation,” Bareiro said during the trial when asked why the wiretapping recordings did not appear on the CD of the final report.

Next, the woman adds that “in the case of the final report, you need more time to edit your final report because we have to listen to all the calls and review all the calls and put only the most relevant ones.”

However, these people were reassigned to sensitive investigative positions with the assumption of the government of Mario Abdo Benítez, who, by appointing Arnaldo Giuzzio as head of the Senad, these officials with dubious handling, such as the case of Cristian Amarilla, who was in charge of of SIU and head of the analyst Berenicce Bereiro, he became director of Intelligence of the Senad, and Valdez continued to be active and even became director of Operations. It is also relevant to note that the evidence of the concealment of the audios that compromised the personnel of the Salto del Guairá Regional Office was exposed in the oral and public trial carried out between 2020 and 2021.

Finally, the alleged collusion between anti-drugs and drug traffickers to harm native communities is noted, regardless of the scope that this may mean for a population in a state of constant vulnerability.

Clearly, for these state agents, it did not matter that indigenous peoples were accused of cooperating with organized crime as long as a regional head of the Senad appeared before the press, through deceitful operations that deceived the public.
