Seven of these questionable legislators belong to the Magisterial Bloc, made up of those who decided to leave the official bench after disagreements –in various votes– with Peru Libre.
Parliamentarian Alex Paredes has as a beneficiary his son Manuel, who this year won a service order for S/12,000 issued by the Provincial Municipality of Arequipa. Last year he was also transferred S / 10,000 for the same consulting services.
Edgar Tello, former leader of Conare, has his wife Sonia Suarez at OEFA. This institution gave him the amount of S / 9,000 when his profession and current job is as a teacher at the Mi Dulce Hogar educational institution.
There is also the brother of the ‘father of the country’ Segundo Quiroz: Nolberto Quiroz, who received a service order for more than S/10,000 from the Ministry of Foreign Trade and Tourism at the end of 2021. Consulted by Perú21, the congressman replied: “ I don’t know about what was said.”
Of this group of parliamentarians, the case that most attracts attention is that of Paul Gutiérrez, who registers three family members who have benefited. His wife, Aurelia Saavedra Anampa, only in 2022 has four service orders in the Basic Education for All program for S / 84,000 and two extra processes in the National Infrastructure Program for S / 36,000. Gutiérrez’s brother-in-law earned more than S/7,000 in the municipality of Lurín, and his brother Saul Gutiérrez Ticona earned S/34,000 in the Basic Education for All program.
The pencil is not far behind
In the official PL bench, the case of Waldemar Cerrón Rojas stands out. His sister-in-law, Elisea Angulo Manrique, has been a creditor of S / 33,600 drawn for work in the municipality of Arequipa and the Regional Government of Junín.
Here is also the hiring of the cohabitant of parliamentarian Margot Palacios, Abel Yupanqui Llancari, who was awarded more than S/16,000 by the National A Comer Pescado Program for his services. As Congresswoman Palacios explained to Peru21, her partner had been contracting with the State for years. “Where in the regulation does it say that, when the person has had annual contracts, more than seven or eight years (they cannot contract), where does it detail it? You have to consult him, he has had that same contract for eight years and if he had tried to hide it, he would not have declared himself, ”she said. She added: “I can’t tell him ‘hey, don’t do this.’” The congresswoman forgot that, according to article 11 of the State Procurement Law, her partner is prevented from contracting with the State.

Guillermo Bermejo Rojas’ brother-in-law, Adrián Paniagua Salazar, was hired for administrative services at the National Fisheries Health Service. He was paid S/27,000. The OSCE page warns in its single supplier file that he is currently prevented from hiring. Will they return the money?
Nolberto Quiroz: “Order was not executed”
According to information published in Peru21, as it appears on the official website of the State Procurement Supervisory Body (OSCE), the brother of congressman Segundo Quiroz would have received the amount of S/.10,666; however, he assures that the order was never given.

The brother of congressman Segundo Quiroz sent a letter to clarify his situation regarding a contract awarded to him by the Ministry of Foreign Trade and Tourism (Mincetur). Nolberto Quiroz confirmed that he won a service order in November of last year, but indicated that “the service order was annulled and there was never any execution. The contract was never carried out (…) due to personal reasons, ”he explained.
It should be noted that Peru21 He contacted the congressman who claimed that he was unaware of the process. The legislator’s brother also pointed out that the authority was unaware of the service order in which the Mincetur was involved.

- The sister of Francis Paredes and the nephew of Germán Tacuri also contracted with the State. Both parliamentarians belong to the Magisterial Bloc.
