The High Level Commission of the Organization of American States (OAS) He learned first-hand yesterday of the state of the investigations for corruption and criminal organization involving President Pedro Castillo and his closest entourage, after meeting with representatives of the three powers of the State and officials of the Public Ministry.
The Board of Directors of the Congress of the Republic, headed by the head of Parliament, José Williams Zapata (AvP), held a meeting in the morning for more than two hours in a reserved session with the eight ambassadors of the mission of the OASwho were informed in detail about the questions and complaints that weigh on the members of the Executive, as well as the incompetence and “bad bureaucracy” that generates concern in the Legislative and the citizenry, which led to this situation of “friction”.
“We present the folders (on President Pedro Castillo) and they will be delivered to the OAS Permanent Council. Additionally, the constitutional complaint of the Public Ministry is being delivered,” Williams said at a press conference, in which 16 voluminous volumes containing the constitutional complaints against the head of state and state ministers were presented.

The head of Parliament stressed that they conveyed a message of institutionality, adherence to the Constitution, the fight for democracy and respect for the principles of the separation of powers, the rule of law and due process.
“We told them that there are frictions that are strong, but that they have not led us to a crisis, unless they rush (to say) that there is an intention of Congress to carry out a coup d’état; we are respectful of democracy. We are not coup. That was something we strongly pinned down,” he stated.
In this sense, he specified that his institution demonstrated a responsible and non-obstructive management of its supervisory role to the management of Pedro Castillo, in reference to the motions of censure, interpellation, unsuccessful vacancy: of 62 changes in the ministerial cabinet, only five they were by censures of the Parliament.
The first vice president of Congress, Martha Moyano (FP), added that she informed the delegation about the insults that Torres has carried out on different occasions against journalists, such as Sol Carreño from Cuarto poder.
Prosecutor’s Office and Judiciary
The head of the Public Ministry, Patricia Benavides, accompanied by prosecutors Marco Huamán, Karina Quineche and Marita Barreto, held a meeting with the commission of the OAS, in which he specified that the constitutional complaint filed against the president before Congress contains 190 elements of conviction about the existence of an alleged criminal organization entrenched in the Executive Power. This is the product of a preliminary investigation authorized by the Judiciary and carried out respecting due process and the constitutional mandate to fight corruption.
Benavides clarified before the international mission that he presented a constitutional complaint, and not an accusation, and that it was his obligation to do so, in accordance with the Constitution, after having gathered sufficient evidence of the commission of crimes in an investigation in which the president has always had the opportunity to defend himself.
For her part, Elvia Barrios, president of the Judiciary, told the representatives of the OAS his concern about the speech that the Head of State maintains that directly affects the Judiciary, to which he attributes “using preventive prisons as mechanisms of torture and psychological affectation to obtain a denunciation.”
Barrios emphasized that the judges act with absolute independence and according to their criteria. In addition, he recalled that he has asked the president on several occasions to convene the Council of State to evaluate the crisis that he maintains with the Legislature.
The mission of the OAS He also went to the Government Palace and Pedro Castillo reiterated his victimization, telling him – as he wrote on his Twitter account – that “some sectors want to endanger the democracy and stability of the country with lies to hit a management focused on working for progress and equality for all”.
Marches and counter-marches by the OAS
The street speaks. The first day of meetings of the special mission of the OAS He was accompanied by a contingent of citizens who expressed their discontent with the regime of Pedro Castillo, who has accumulated six tax investigations and is accused of leading a criminal network.
One point of concentration was in the Manco Cápac square, in La Victoria, where dozens of citizens arrived wearing T-shirts, banners and banners. They left on a walk to the headquarters of the Congress of the Republic, on Abancay avenue.

The demonstrators continued with their journey and also arrived at the front of the Judiciary and at the Swissotel Lima, where the delegation of the OAS met with Elvia Barrios; the National Prosecutor, Patricia Benavides; and congressmen from different benches.
