Adjustments in 44% of the first circle of the President

omo ring to the finger: like this The appointment of Adán Augusto López (AAL) as head of the Ministry of the Interior resulted for President Andrés Manuel López Obrador (AMLO). There are several reasons to affirm it.

1) It helps further confuse the expectations of the presidential succession, as he likes. Instead of three bishops, Morena now has four, although the secretary has denied it.

2) With gallantry he got rid of the minister Olga Sánchez Cordero, who had stagnated in her old glories.

3) Take advantage of the old links of trust with the secretary, in whom he entrusted essential tasks, such as coordinating the campaign in the Third Electoral District.

4) He capitalizes on the diverse and accredited political experience of his countryman: governor, senator, local and federal deputy, former member of the PRI and the PRD.

The appointment shows winds of change in the Interior by opening a dialogue that was urgent with opposition parties. The institution offered nothing as a renewed ideological and programmatic proposal; he only spoke of the present moment. The delicate legislative processes at the door demanded dialogue, on which political certainty and social peace depend greatly.

The change occurs at the moment in which electoral times begin in five states, which will shed light on the 2024 process. This requires finding the indispensable solution to the disagreement with the National Electoral Institute (INE), which looks worse every day. It must be accepted that the new environment has not been enough to relax things. The institute does not yield in its arrogance nor the government in its unclear purpose. The INE threatens to carry out a deficient process; Treasury as a presidential paladin shows no willingness to take out his checkbook. The fight will end at the Bucareli offices.

Facing the elections, the Secretary of the Interior does not ignore the political climate and in terms of public security. He knows that, without having achieved the expectations that the creation of the Ministry of Public Security (SSP) entailed, this has had the not secondary effect of reducing the force of the Government for the management of internal politics.

Another opposite effect: situations of great complexity influenced by the great crime are to be foreseen, either by way of imposition or by blackmailing parties and candidates who will later be in authority.

With the creation of the SSP, the political authority of the Interior over the cabinet and governors was weakened, which is serious, since without the assumption of responsibilities by governors and municipal presidents, the governmental function becomes enormously difficult; their commitment, apart from being a legal requirement, is essential for a civilized contest.

No one knows the secrets of their communities and their local realities like these authorities, whether they use this knowledge profitably, in a bad way, or pretend to ignore it. Some shrewdly argue that they are not clear about which secretary to turn to in order to manage political and security action. Due to its background, AAL knows this peculiar environment thoroughly.

Another task for the secretary is in international spaces where the President dictates lines of policy and where the Ministry of Foreign Affairs executes them, except in matters corresponding to migration policy, a matter in which the Government is the actor.

For AMLO, the relationship with the United States is essential. He reflects, conceives, orders and controls to the millimeter each issue on the bilateral agenda, among which the most ardent is that of illegal migrations, whose main operator is the Interior.

AAL must fine-tune the cabinet and the governors in the same tone, and guide them as far as the President indicates. Thus, its complex mission is to make such complex machinery work.

As can be seen, the replacement of Sánchez Cordero had been urgent for a long time. Already consummated, it is ratified as healthy and opportune: just in time for the second round of government that he anticipates will be noisy.

AAL is an old fox. His prudent figure in the public exercise reminds other respectable secretaries. He must work hard for two years before knowing how the lot was cast. He knows what power is like and that’s how he exercises it: effectively, without noise. So, like a glove.
