The auditors also noticed breakages, leaks and detachments of the lining concrete and the vault in the Toachi Alluriquín loading tunnel, “that put at risk the integrity of the infrastructure whose cost amounted to $63.7 million”, said the Comptroller. The entity added that structural failures prevented the start of operations in that section of the river.
The problems in the civil works are due to the fact that designs and construction methodologies were not used in accordance with the geological conditions of the area. Other findings

These problems were caused by non-compliance with the procedures established in the specifications to achieve the necessary waterproofing, says the Comptroller.
