The Central Bank (BC) authorized today (18) a change in the regulation of Visa’s payment arrangements. The changes are related to the implementation of the payment program linked to the instant messaging service of WhatsApp (Facebook Pay Program), which will make it possible to carry out purchase transactions with credit, debit and prepaid cards.
The measure is valid for Visa arrangements classified as purchase, domestic (national coverage), with the use of postpaid, prepaid and deposit payment accounts.
“It should be noted that the authorization granted is just one of the necessary steps to release the Facebook Pay program in the case of purchasing arrangements, which remains suspended until other applicable regulatory requirements, especially those related to competition and non-discriminatory aspects in accreditation, have its compliance proven by the institutions involved in its implementation”, explained the BC, in a statement.
In March of last yearthe BC had already authorized transfers of funds between WhatsApp users.
