The market research company Ipsos, in conjunction with the Espacio Público study center, released the “Clave Ipsos” report, where they revealed the perceptions of the population after the constitutional plebiscite on September 4 and reported that a 74% are in favor of having a New Constitution.
Specifically, the survey explained that, among those who are in favor of a new Magna Carta, they are young people between 18 and 29 years old, with 81%. Meanwhile, of the study participants who favored the Rejection option in the September referendum, 57% share the need for a new Fundamental Charter.
However, regarding the wording of the document there are differing opinions. This is because 44% of those surveyed maintain that a new Constitution should be drafted, while 42% point out that the 1980 should be strengthened and perfected. Data that contrasts with the 8% who want to maintain the current Constitution without any type of modifications.
In the midst of the conversations of the constituent process, which have been held for 11 weeks, the study maintains that in terms of the expected deadlines for the new document, 40% maintain that it is “very urgent” and that the proposal is needed in a year maximum. 31% consider that it is moderately urgent and that the time is between one or two years.
23% stated that it is not urgent and that it should take as long as necessary, that is, more than two years. When asked, do you think the country will have a new Constitution within the next two years? 51% think so and 30% think it will not.
Regarding the content to be included in a new Magna Carta, outstandingly, 90% positioned social rights (health, education, pensions and housing) as the first priority, environmental protection second with 81% and finally decentralization with 61%
The Manager of Public Studies of Ipsos Chile, Alejandra Ojeda, stated that “the study shows that the citizen expectation of having a New Constitution for the country is still alive and that this demand calls for a large majority.”
“Although there are divided opinions about the path to follow, it is important to establish a clear agenda of steps and times to inform the public, given that people have expectations of time spanning between one and two years for a new proposal. “Ojeda added.
Meanwhile, the director of Public Space, Mauricio Duce, maintains that “the survey shows that there is a very important percentage of the population that still has enormous expectations of having a New Constitution, even though there is much more dispersion in relation to the mechanism, the formula, in which this should be achieved”.
“There is also a certain pessimism in terms of our being able to achieve it in the short term, despite the need that is identified and, in part, this could be based on the fact that the evaluation that citizens make of the work of the political class, in This process after September 4 is poorly evaluated (2/3 of the sample maintains that the work has not been carried out adequately,” Duce concluded.
