The board of directors of the Commission of Constitutional Points of the Chamber of Deputies decided to install that body in permanent session next week, to rule on the initiative to reform the Magna Carta on electoral matters, which the Executive sent last April.
At the same time, the Morena faction estimated that the reform of secondary laws on the same subject will be ready before December 7.
The coordinator of the guinda party in San Lázaro, Ignacio Mier, assured that the preliminary draft opinion of the constitutional reform will be in the hands of the Constitutional Points, Governance and Electoral Reform commissions on November 23, for analysis.
He calculated that the vote in commissions will be on the 28th of this month and on the 29th it will go to the plenary session in San Lázaro, that is, after the march called by President Andrés Manuel López Obrador for Sunday the 27th, in support of the reform. constitutional.
Mier stressed that, in an act of consistency, the opinion will be discussed by the 500 deputies and that each one assumes the consequences of their vote and confronts the people.
If the initiative does not reach the favorable vote of two thirds of the legislators, as the opposition has anticipated, Morena will promote the reform of the secondary laws, which only require a simple majority for their approval. The change may be before December 7, Mier said.
He specified that in this case the project will review the organic structure of the National Electoral Institute within the margins allowed by the Constitution, to avoid duplication. He calculated that in this way there can be a saving of resources of about 3 billion pesos.
The Constitutional Points Commission will rule, in addition to the presidential proposal, more than 100 pending initiatives, indicated the president of that instance, Juan Ramiro Robledo.
He announced that the opinion of the electoral reform will have about a thousand pages.
Hamlet García, from Morena, estimated that if the opinion reaches the commissions on the 23rd, the vote will be on November 29 and that same day or the following day it can be turned over to the plenary session of the Chamber of Deputies.
For his part, Salvador Caro, from Movimiento Ciudadano, assured that the Ministry of the Interior is preparing the draft opinion and is not going to allow it to be moved by a point or a comma, which he considered shameful.
The vice coordinator of the PRD, Elizabeth Pérez, estimated that the ruling party will present a forecast without consulting the opposition. This means that Mier is breaking his word on October 27, when he promised to build a political-electoral reform that would benefit the country and that there would be no imposition of the majority, she said.
