MIAMI, United States. — Demo Amlat, a project promoted by the Electoral Transparency organization whose central mission is the commitment to strengthening democracy in the region, assured today that the vote of Cubans will not have any value in the coming elections for delegates to the Municipal Assemblies of Popular Power (AMPP), scheduled to be held on November 27 and December 4.
The platform stressed that the Cuban electoral system is designed so that the Communist Party (PCC) controls the entire process, since it appoints the electoral authorities and selects who can “compete” for the positions, a maxim that would leave activists out of the game. opponents or any citizen not aligned with the guidelines of Castroism.
According to the Electoral Law (2019), the procedure prior to this is that of candidate nomination assemblies, which takes place between October 21 and November 18, 2022, organized by the District Electoral Commissions (CEC) and supervised by the Municipal Electoral Councils (CEM). The candidates who will be elected on November 27 must come out of them. And the biographies of the chosen candidates must be displayed in public places for at least 15 days after being nominated, between November 12 and 27.
The first round of the elections for delegates to the Municipal Assemblies of People’s Power will be held on November 27, while the second will take place on December 4 in those locations where no candidate has obtained more than 50% of the valid votes.
“In theory, at the municipal level anyone can apply. However, the nomination assemblies, from which the candidates for municipal delegates result, are held by show of hands, so that the mass organizations and State Security identify the independent candidacies and prevent them from being elected. That is why an openly opposition person has never been elected,” says the note by Demo Amlat.
In this sense, the platform made it clear that in the municipal elections “Cubans will be able to vote, but not choose, since only the candidates selected by the PCC will be on the ballot. In Cuba you vote, but you don’t choose”.
