The rector of the Gabriel René Moreno Autonomous University (Uagrm), Vincent Cuellar, He spoke with EL DEBER regarding his announcement to convene the Inter-institutional Committee to evaluate the “cost and benefit” of continuing with the indefinite strike, on the eve of entering the 27th day of the measure in the department of Santa Cruz in demand of the Population and Housing Census .
The highest authority of the UAGRM He expressed that the request was a personal reflection to ensure that there is no equality among society to support unemployment due to the economic factor, although he emphasized that it is also a sacrifice to a great demand.
“Beyond a reflection, I am not going to deviate from what the council said. I cannot assume a personal position, ”she indicated during the interview with the journalistic team of EL DEBER.
Consulted if any authority responded to the request for evaluation, Vicente Cuéllar said that none of the authorities responded. However, he pondered that the fight in Santa Cruz has forced the government to back down so that release census results in September 2024 and that the seats be reported in December of the same year, to put it into effect as of 2025.
Cuéllar stated that in the meeting he held with the second vice president of the Committee for Santa Cruz, Stello Cochamanidis, they agreed to wait, mainly, the results of the first determination that was given in the town hall on Sunday, November 13to then meet again and make a decision regarding the indefinite strike.
This first determination indicates that legislators be entrusted with the management and approval of a law that guarantees the economic and electoral application of census data, before the 2025 elections.
“Everything is in the hands of legislators, we have decided to be alert, wait and then make a decision,” said the authority.
Regarding the proposal that the Civic Committee left to the UAGRM, so that it is the university entity that prepares a new census bill and presents it to the Plurinational Legislative Assembly (ALP), the rector reported that, for this Thursday, It is expected that the Census Promotion Committee will meet once again together with the adviser and constitutionalist José Luis Santistevan and issue a pronouncement since you have to evaluate the times and consider the five already presented.
He also referred to the meeting he held on Tuesday with the parliamentarians from Santa Cruz at the Rectorate. He said that he decided to summon the deputies in order to consolidate a single project and unify criteria, given the divisions that exist.
The wish was not fulfilled, since finally both benches, both Creemos and the Citizen Community (CC) they presented their projects before Parliament separately, according to Cuéllar.
“They all went, it was agreed to form a commission, work on a single bill in time and matter, it was not like that because after a while they came up with other projects,” he said.
He assured that the more projects are presented in the Plurinational Legislative Assembly, the commission in charge it will take even longer to review each of the reports.
Finally, and asked if the UAGRM will continue with the request that the census be in 2023, the rector affirmed that demonstrated that technically the registration is viable by 2023but emphasized that what was determined in the last town hall will be respected.
“Neither the Committee nor the governor can take a position contrary to the council. We believe that technically the census can be carried out in 2023 and we will respect that”, concluded.
