The Senate urges 21 congresses to legislate on the Amnesty Law

The Senate approved by majority, with the PAN voting against, an exhortation to 21 state congresses to legislate in order to facilitate the release of people imprisoned for local offenses that are similar to the assumptions of the Amnesty Law that entered into force on April 23, 2020, which seeks to extinguish the criminal action and the sanctions imposed for certain crimes, except for repeat offenders.

Said norm benefits people sentenced for abortion, crimes against health, simple robbery and without violence and sedition, as well as those committed by indigenous people who during the process have not fully accessed the jurisdiction of the State, for not having been guaranteed the right to have interpreters or advocates with knowledge of their language and culture.

The petition is for the congresses of Guerrero, Chiapas, Puebla, Mexico City, Jalisco, Veracruz, Michoacán, Querétaro, Yucatán, Colima, Aguascalientes, Baja California, Baja California Sur, Coahuila, Sonora, Morelos, Chihuahua, Tabasco, Guanajuato , Zacatecas and San Luis Potosí issue local amnesty laws.

In the discussion of the opinion, Senator Nestora Salgado (Morena) specified that it is a process of reconciliation and pacification, which should benefit those who for political reasons, procedural deficiencies or others are in prison.

Mónica Fernández Balboa, also from Morena and president of the Governance Commission, assured that the issuance of local laws will promote the elimination of injustices that have led people to prisons without a fair trial, for which there is no other intention.

For the PAN, Damián Zepeda maintained that the Amnesty Law was approved specifically for women imprisoned for abortion, for some cases related to the indigenous population, theft of less than 50,000 pesos and drug dealing.

This regulation, he warned, is focused on solving social problems, but it also opens the door for criminals to commit crimes again.
