Maduro urges to renew and transform the laws of popular power

The President of the Republic, Nicolás Maduro, launched this Tuesday the national deployment for public consultation towards the transformation of the laws of Popular Power.

During the launch of the National Deployment for Public Consultation towards the Transformation of the Laws of Popular Power, the Head of State Maduro called to discuss and activate plans to adapt and renew all the laws of popular power that have been created in the Revolution and all the public policies of the Government and the State.

In this sense, the Dignitary ordered a review of more than 10 legal instruments of popular organizations to create a legal system that facilitates the processes and provides the necessary impetus to the Popular powerthe communes, the communal councils and the communal government.

“The laws must be revised to make the processes of these instruments simpler, so that bureaucratism cannot be immersed within the communal logic,” he asserted.

In this regard, he pointed out that this review is for the sake of diagnosing “what are we failing in?”, while putting on the table a set of questions that must be resolved with said action, as an example: “What does the national government not do that should do to be a true government of People’s Power? What do the ministers and the ministries not do that they should do to be true ministries of People’s Power? What don’t governors do? What don’t municipalities do? What does the Power not do? What doesn’t the state do?

He stressed that these laws of Popular power they have been building the new architecture of the new State, that is to say “the State of justice, the democratic State, the participatory State, the Rule of law”, which some “call the communal State”.

When detailing legal instruments of popular power, he referred to the following legal documents:

  • Organic Law of Popular Power.
  • Organic Law of Public and Popular Planning.
  • Organic Law of Social Comptrollership.
  • Organic Law of the Organic of the Communal Economic System.
  • Organic Law of the Communes.
  • Organic Law of Communal Councils.
  • Public Procurement Law.
  • Organic Law of the Federal Government Council.
  • Law of Jurisdiction of the Justice of the Peace.
  • Law on Transfer of Powers and other Attributions of People’s Power.
  • Alternative and Popular Communication Law.
  • Organic Law of the National Communal Parliament.
  • Law of Social Production for Housing and Habitat.
  • Cooperatives Law.

Renewal to the new times

The President explained that it is a renewal process adapting the laws to the new times.

From the Boyacá Hall, Maduro recalled that in the Blue Book written in 1990, Commander Hugo Chávez spoke of Popular Democracy. “In Venezuela we have shown that it is possible to make a popular, anti-oligarchic, anti-capitalist and anti-imperialist revolution. That is our identity!” He emphasized.

The national President said that in Venezuela the revolution is undergoing a new process of renovation to socialism. “We are in the new transition process towards Socialism,” he said.

“For us, the construction of leading democracy, our democracy, is vital (…) Our process is the Revolution. It is the revolution of the 21st century, it is the revolution of our historical roots, it is the revolution of our origins”, he said.

He also recalled that Commander Hugo Chávez said that democracy, in addition to being participatory, must be a protagonist and that the people must be a protagonist.

He stressed that the Constitution of the Bolivarian Republic of Venezuela (1999) is the most complete work in terms of participatory and protagonist democracy. “We should all feel proud.”

«Our democracy is Robinsonian, Zamoran, direct, Bolivarian, popular, from the roots. Say what they say (…) Say what they want about Venezuela, say what they want about Maduro, but Venezuela and the Revolution follow their own path of democracy, original, Robinsonian, Zamoran, popular, Bolivarian and socialist, “he said.

President Maduro assured that in the year 2023 “we will overcome and heal the wounds of the economic war and sanctions and continue advancing in the expansion of the productive forces of the country and the Communal Power of Venezuela,” he stressed.

He pointed out that at the end of a good year (2022), of recovery and progress, it will correspond in the coming period to “continue advancing in the growth and consolidation of the country’s productive forces.”

“We need to seek early and permanent results and victories and incorporate all of the country’s public opinion into this debate, this revolutionization of People’s Power. We cannot fail!” he exclaimed.

He pointed out that 2023 should also be a year of consolidation and expansion of the Popular Power of Venezuela.

“The Communal Power has to be a year of growth, in light of the changes, of the Revolution within the Revolution, of the necessary renovations”, because in “in the year 2023 we are going like a rocket in growth, in the development, in recovery, above all social”.

The President oriented to build a renewing leadership linked to the people. “We cannot allow an individualistic, egocentric, capricious model to emerge that wants to be imposed.”

Venezuela builds its own history

During the activity that took place in the Boyacá Room of the Miraflores Palace, Maduro affirmed that the world recognizes the rebellion with which Venezuela builds its own history.

“Why do you think they shake my hand in the world? It is for the people, the history, our rebellion (…) And we have achieved our history by hand ”, she asserted.

On the other hand, Maduro repudiated the position assumed by some political spokesmen of the national right, who intend to seize the ideas and approaches of Commander Hugo Chávez and the Bolivarian Revolution.

For this reason, President Maduro warned about characters who come with speeches fabricated by imperialism with which the people are lied to “and domination returns.”

“Look, now Carlos Ocariz talks about direct, protagonist and participatory democracy; he wants to steal the speech of the Revolution, of Bolivarianism, to deceive ”.

He indicated that behind these fabricated speeches is the goal of “privatizing everything and the project of savage capitalism – neoliberal, covered with a Bolivarian, modern, Chavista and revolutionary discourse.”

In this sense, he called on the community, political and government teams to redouble the march, “because we cannot let the people fall asleep and be dominated, deceived again.”

«He recalled the words of the Liberator Simón Bolívar referring that “by deception they have dominated us more than by force”, which is why he invited to be mobilized, motivated and on permanent alert.
