MTPE creates working group to reform and strengthen EsSalud

The through Ministerial Resolution No. 306-2022-TR, created the Sectorial Working Group, of a temporary nature, in order to carry out a diagnosis of the situational state and develop guidelines for the reform and strengthening of the Social Security of Health ().

The rule also specifies that said commission has a maximum period of 10 business days, counted from tomorrow, to settle; and another 60 days of validity after its installation.

Said group will be chaired by the Minister of Labor and Employment Promotion, and the Deputy Minister of Labor as alternate representative. Likewise, it will be made up of two representatives of EsSalud; as well as two other of the Directors of the Board of Directors of the social security that represent the employers (one representing the medium and large companies, and another representing the small and micro companies); and two more than those representing workers and pensioners (one representing workers in the public and private labor regime, and another representing pensioners).

On behalf of the MTPE, there will also be six other representatives: one from the Cabinet of Advisors, one from the General Labor Directorate, one from the General Secretariat, one from the Technical Secretariat of the National Labor Council and one from the Research Directorate. Among the main functions of this working group are: to prepare a report that contains the diagnosis of the situational state of EsSalud; as well as a proposal of guidelines for the reform and strengthening of this entity considering the improvement of the quality and timeliness of benefits for the insured, institutional financial sustainability, and the generation of integrity, transparency and anti-corruption policies.

The Working Group, for the fulfillment of its purpose, can count on the technical assistance of the International Labor Organization (ILO), as well as the Ibero-American Social Security Organization (OISS).

In addition, its implementation will be financed from the institutional budget of the Ministry of Labor and Employment Promotion, without requiring additional resources from the Public Treasury. The resolution bears the signature of the Minister of Labor and Employment Promotion, Alejandro Salas Zegarra.
