Government informed Parliament of the scope of the Social Security Reform

Authorities of the Executive Power attended this Wednesday the 9th to the special commission of the Senate to discuss with the legislators the project of law of reform of the social security. After the appearance, the Minister of Labor and Social Security, Pablo Mieres, affirmed that it is a necessary reform, which seeks equity in schemes and pensions, and that there will be no increase in the contributions of workers or employers.

Mieres informed that during the day they presented to the legislators the content of the project prepared by the Executive, an analysis of the diagnosis and the necessary data to analyze it. Likewise, he emphasized that the initiative seeks to establish equity in pension regimes and in pension amounts.

The Government defined a movement in retirement age for those under 50 years of age, but for those over 50 there will be no modifications, except for the right that, once retired, they can continue working, he explained. The Undersecretary of Labor and Social Security, Mario Arizti; the director of the Planning and Budget Office (OPP), Isaac Alfie, and the president of the Commission of Experts on Social Security, Rodolfo Saldain.

Mieres also pointed out that this bill does not contemplate an increase in retirement contributions made by workers and employers.

Regarding the replacement rates, he affirmed that the retirement assets of the people affected by the reform will not be lower than the current ones, and that it is probable that the 50% of the most submerged liabilities today are higher.

The minister considered this project as a system designed after two years of work and maintained that it has an “internal logic, where the pieces are interconnected”, but that, in any case, it is open to receiving contributions and participating in debates. The Government hopes that the parliamentary procedure is fluid and fast, he indicated.

Saldain, meanwhile, added that “it is time to make proposals,” referring to the possibility that all political sectors make their contributions. “We are convinced that it is a necessary project and fairer than the current system,” he said.

The expert also reported that, as a result of this project, some 4,000 beneficiaries of a severe disability pension will benefit from the additional benefit from the age of 50, and the criteria for access to the old-age and disability pension will be made more flexible.

In addition, he argued that micro and small entrepreneurs with debts already extinguished will be able to access retirement without going through a judicial process. “There is a broad set of rights and very positive aspects that will be valued by the commission,” she concluded.
