The National Directorate of Public Procurement (DNCP) began last Tuesday an investigation into the million-dollar construction of the new grinding line awarded by Petroleum of Paraguay (Petropar) which was to be inaugurated on December 9, but which is currently practically abandoned in the Mauricio José Troche plant.

The investigation takes place as a result of a complaint made before the DNCP based on journalistic publications about the null progress of the major work awarded by the state company. The aforementioned complaint states that the awarded company, Engineering Structure SA (EISA)due to apparent breach of contract, since, one month after the deadline set for the delivery of the work, there is not a single structure that shows progress or the beginning of construction.

The claim originated the opening of an investigation by the DNCP, signed by Resolution number 4122/22 of November 8, 2022.

It should be remembered that the contract awarded by Petropar for the new grinding train in Troche is G. 195,299 million (US$ 28.7 million) It was signed on December 9 of last year and it specifies that the term for the delivery of the work is 12 months, “including all the tests, having satisfied all the indicated requirements,” according to the document.

Precisely about this breach of deadlines, the complainant points out that among the documentation published on the DNCP portal there is no addendum to the extension or suspension of deadlines, nor any other recognition of reasons of force majeure that may justify such a gross delay of construction.

The complaint also states that in a large part of the department of Guairá, especially in the district of Mauricio José Troche, the main economic activity is the cultivation of sugar cane, so this delay only exacerbates the strong economic crisis in the population.

“Unfortunately, the illusion of the residents of the district of José Mauricio Troche did not last very long, and what was a dream today is a nightmare that does not end and extends for a longer time,” the complaint filed with Public Contracting literally says.

This award had been with a significant advance. The former head of the oil company and today a candidate for governor for the ruling movement, Denis Lichi, accelerated the payment of the advance 20% of the value of the contract, which is G. 41,778 million; however, the most that was obtained with this millionaire disbursement is the embankment that can be seen in the photograph of this article and that basically serves as a parking lot for officials.

It should be noted that the current president of the Petropar, Pedro Roman Rennawho was the one who signed the resolution awarding the work that did not start in 11 months.

After the constant claims of the sugar cane growers, since last October, both the representative of their union, Edgar Ortizlike Petropar, are in constant meetings in search of some solution that relieves the 45,000 families that depend on the supply of sweet cane to the Troche oil company factory, but without any concrete results, “only promises”, according to expressed the trade unionist, Edgar Ortiz.

This work is of special importance for local sugarcane growers, because, according to Ortiz, the current factory is obsolete, which does not allow the state company to acquire the raw material they produce.
