Armin Dorgathen, president of the Bolivian Fiscal Oilfields (YPFB) explains the fuel supply problems caused by strikes, fences and blockades.

_Why isn’t the shipment of fuel regularized?
It should be clarified that fence or blockade is the same. Blocking for those who want to stop and for those who do not want to stop. Blockades harm us all, wherever they come from. We had more than 570 tank trucks to enter the refinery and already, more or less, we have achieved a relatively normal discharge. We are already in a relatively normal imported product discharge. Yesterday 100 tankers left after putting in almost 500. We have a reception capacity of 100 to 120 tanker trucks per day. We have managed to get the 570 tanks in from three to four days.
Today, the province issue is “moderately” taken care of. I don’t say it, Asosur says it. In the city we have a speculative issue. We are dispensing fuel, but we shouldn’t have people lining up with drums and bottles to resell later. However, clearly the ranks have thinned by a great deal. At the YPFB service stations, no matter how much you had to queue and it took a while to load, there was never a shortage of fuel.
We have suffered three lockouts, this is important to mention. The siege of the refinery by neighbors who did not support the strike, a blockade of carriers that asked to close the refinery and prevented fuel from leaving, and we also had a blockade of tankers, who ended up fighting among themselves.

_How are law firms being regulated?
We have prioritized areas that had the greatest need. The productive theme is privileged. We are dispatching to the province because we are sowing and harvesting. We cannot lose a planting season in November, because there if we are going to have a problem of shortages that for 20 days or more of unemployment we lose a planting stage, that is going to generate a food problem not during the days of unemployment, but in the future.
We have tried to ensure that the productive issue continues, that food continues to be produced.
I reiterate that we had a blockade of the refinery, a blockade of carriers and a blockade of tankers who rioted and did not want to leave. At the end of the day, if we have to blame someone for why this is happening, it is the civic strike, the blockade of Camiri. That gave us the problem of flows.
