In this regard, article 118, numeral 5, of the Political Constitution stipulates that it is the power of the president to carry out the call for elections.
Thus, by means of the Plenary Agreement of 11/7/2022, the electoral body requested to make said call in the regions where no candidate formula reached 30% of the valid votes in the Regional Elections process carried out on October 2. , as provided by Law 27683.
Indeed, article 5 of the aforementioned rule establishes that, if the aforementioned percentage is not exceeded, a second election is held within 30 calendar days following the proclamation of the official calculations, in all constituencies that so require. require, in which the groups that reached the two highest votes participate.
The nine jurisdictions where this budget is met are Amazonas, Cajamarca, Callao, Cusco, Lambayeque, Lima Provinces, Moquegua, Pasco and Piura.
To make this request, the JNE took into account the official information published by the National Office of Electoral Processes (ONPE) on the processed and recorded records of the regional elections of these jurisdictions.
In this way, through the second election, it will be possible to elect the governors and deputy governors of the indicated regions and thus culminate the proclamation of regional authorities that will exercise functions in the period 2023-2026.
