Budget recomposition for 2023 is a priority, says Alckmin

The recomposition of the Budget to guarantee the maintenance of social programs and public services is a priority of the transition team, said today (8) the vice president-elect, Geraldo Alckmin. He has just announced the names that will compose the technical group that will analyze the economy in the transition to the future government of Luiz Inácio Lula da Silva. This group will include economists André Lara Resende, president of the National Bank for Economic and Social Development (BNDES) during the Fernando Henrique Cardoso administration and one of the formulators of the Real Plan; Pérsio Arida, former president of BNDES and the Central Bank; University of Campinas (Unicamp) professor Guilherme Mello; and Nelson Barbosa, Minister of Finance in the second Dilma Rousseff administration.

In a speech, Alckmin recalled that the definition of the names that will coordinate the transition does not mean the occupation of positions or ministries in the next government. The vice president-elect also confirmed that Guido Mantega, finance minister from 2006 to 2014, will participate in the transition, but in another technical group.

Although economists belong to divergent currents, such as liberals and developmentalists, the vice president-elect and transition coordinator said the views are not necessarily opposites.

“These are not opposing views, but complementary. It is important to have visions in a technical group that complement and add to each other. This is a transitional phase to discuss, develop proposals, define issues”.

Family Scholarship

Regarding the Budget for next year, Alckmin said that, in the coming days, a definition will be released to restore the Bolsa Família funds of R$ 600 (another R$ 150 for families with children) and for the appropriations for education, health, public works and services.

The transition team discusses whether the authorization to exceed the spending ceiling by around BRL 175 billion would come through a proposed amendment to the Constitution or through a provisional measure that guarantees extraordinary credits (outside the ceiling) with authorization from the Court of Union and Justice Accounts.

For the vice president-elect, the social issue is the most important right now. “What is most urgent is the social question. Guarantee the Bolsa Família of R$ 600. Implement the R$ 150 for families with a 6-year-old child. Because? Because, if we are going to identify absolute poverty, hunger, where the social issue is more serious, affects this family with small children more”, he declared.

Alckmin signed today the ordinances that install the Transition Office and distribute the coordinations. In all, there are 31 thematic groups, such as economics and social development, and political committees led by presidents of parties allied to the new government. The works will take place at the Centro Cultural Banco do Brasil, in Brasília.

The area of ​​social assistance will be led by Senator Simone Tebet (MDB-MS); by the former ministers of Social Development and Fight against Hunger Márcia Lopes and Tereza Campello and by the Minas Gerais state deputy André Quintão (PT-MG).

According to Alckmin, the political councils will be composed of representatives of the following parties: PT, PSD, PSB, Agir, PROS, Avante, Solidadiedade, PV, PSOL, PCdoB and PDT.

Schedule

After the installation of the Transition Cabinet, Alckmin meets with the presidents of the Chamber, Arthur Lira, and of the Senate, Rodrigo Pacheco, in their official residences. Then, the vice president-elect will meet with the president of the Mixed Budget Commission, deputy Celso Sabino (União Brasil-PA) and with the rapporteur of the 2023 Budget project, senator Marcelo Castro (MDB-PI).

President-elect Luiz Inácio Lula da Silva arrived in Brasília around 5 pm. He will spend the night in the capital and tomorrow (9) he will have meetings with the presidents of the Legislative and Judiciary branches. Meetings with Lira and Pacheco are planned.

Lula will also meet with the presidents of the Federal Supreme Court (STF), Minister Rosa Weber; from the Superior Electoral Court (TSE), Alexandre de Moraes; and the Superior Court of Justice (STJ), Minister Maria Thereza de Assis Moura.
