The president of the Dominican Association of Teachers (ADP), Eduardo Hidalgo, assured last night that the 4% of the Gross Domestic Product (GDP) destined for pre-university education has been one of the most notorious sources of illicit enrichment and corruption.
He stated that the waste of these resources has been of such magnitude that the precarious conditions in which many schools operate throughout the national geography are surprising.
The teacher’s leader spoke at the opening ceremony of the X Cruz Durán Montero National Congress, of the ADP, in the presence of the Minister of Education, Ángel Hernández.

He said that this “expenditure” occurred despite the fact that the 4% financing of the public education system is one of the great achievements of the ADP.
He indicated that it was “a struggle waged by the Dominican people that the ADP initiated, despite the fact that its resources have been mishandled.”
“Responsibly, it must be said that 4% has been one of the most notorious sources of illicit enrichment and corruption,” Hidalgo specified, during the conclave that is being held from the 3rd to the 5th of this month, at the Dominican Fiesta hotel, in the capital.
“It has been such an expense that even with this important conquest, the precarious conditions in which many schools operate throughout the national geography are surprising,” he continued.

1,068 municipal and provincial delegate leaders of the ADP participate in the activity, as well as special national and international guests.
Hidalgo expressed that this conclave will make transcendental decisions in favor of the union and the national educational community.
The event is held under the slogan “institutional strengthening, defense of public education and preservation of the planet”, the participants in the activity will debate what the ADP and how to achieve it”.
Among the items on the agenda are the current situation of education and the Dominican school, the working conditions of teachers and the proposal on educational public policy made by the union to the authorities.
“The ADP, as an organization of educators, is obliged to contribute ideas and policies that contribute to recreating education and new teaching and learning methods”, considered the educator.
He added that the union “also has to think about itself in this new reality, as well as the role of the teacher in the classroom, or in an education without a classroom or in cyberspace.”
