Public companies have more than 29,000 employees on the payroll

In other words, the cut is about 4,342 bureaucrats, or 13%, in the last 3 years. spending on salaries for this concept it exceeded $814 million during 2021; but part of that value is related to compensation for dismissals or dismissals, especially companies in the process of being liquidated.

These processes have gone at a slower pace than was projected in May 2020, when former President Lenín Moreno issued several decrees ordering the closure of the most inefficient entities and with more losses accumulated.

In these entities, it has barely been possible to cover $4.9 million of the more than $400 million in debts and other liabilities. The payroll, in some cases, is still high because the resources are scarce to close all pending obligations.

Petroecuador and CNT have the largest payrolls

between 13 public enterprises active, Petroecuador maintains the largest payroll. In total, the state oil company has 9,780 officials. 99% of that amount are contracts with permanent appointment, where the oldest links date back to 1978.

From January 1, 2021, the new business merged (between Petroecuador and Petroamazonas) began to operate. However, to date the technical study offered to establish the optimal size of the entity has not been completed.

Nor was the allegedly depoliticized mechanism for choosing area directors and managers complied with. President Guillermo Lasso ordered, within the oil policy issued in July 2021, that an independent consultant will select the best profiles for those positions. But, at the end of last year, through an executive decree, that provision was reversed.

In second place, due to the size of the payroll, is the National Telecommunications Corporation (CNT). This company, that has been involved in scandals for unjustified charges, hacking and even poor quality of service, has 7,166 officials.

77% of the contracts are indefinite and permanent; the oldest date from 1984. The sale of this business, although it was announced several times in the previous government of Lenín Moreno, it is ruled out in the medium term.

In third place, the National Electricity Corporation (CNEL) maintains 6,066 employees. Of that total, 5,324 have permanent or indefinite contracts, where the oldest links are 1974.

This entity is involved in the latest scandal of excessive charges in payroll during 2021; it also accumulates several Comptroller reports on unfinished, poorly executed or overpriced works.

In fourth place is the Electric Corporation of Ecuador (Celec), with a payroll of 4,032 people. Of that total, 83% have permanent or indefinite contracts.

Other companies such as Flopec, the state Potable Water Company (EPA), or the Naval Shipyards, have more than 300, but less than 500 employees each.

The processes of settlement are, in many cases, cumbersome and unclear. To date, in five Business in process of closing, there are still 469 officials on payroll

Tame, which was Ecuador’s airline for several decades, has 105 people on its list. This entity has problems selling the few assets it has available; and money for liquidations is scarce.

Diario LA HORA has consulted the Ministry of Telecommunications on how the closing process is progressing, but it has not been possible to obtain a response.

In the case of Ferrocarriles del Ecuador, whose assets recently passed to the Ministry of Transport and Public Works, the list of employees reaches 77. It has been announced that everything will go into private hands in 2022, but there is still no clarity on how this will be done. will achieve that goal.

Also, the former business Public Media also maintains 58 people on the payroll; but there are still delays in the payment of settlements and other debts with suppliers.

Finally, in the National Storage Unit (UNA) there are 52 officials in the list of employees. In recent months, sectors such as the rice industry, or even organizations such as the Confederation of Indigenous Nationalities (Conaie), have requested that this company be rehabilitated to help agricultural producers affected by low prices.
